Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS) and applicants must meet the following minimum qualifications to be considered for this position :
Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) AND a qualifying bachelor's degree or higher as listed below; OR proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time qualifying engineering experience as listed below.
Qualifying degrees : Aerospace Engineering, Architectural Engineering, Architectural Engineering Technology, Building Engineering, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Fire Protection Engineering, Mechanical Engineering, Mechanical Engineering Technology, Nuclear Engineering, Nuclear Engineering Technology, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience : One year of full-time experience in mechanical engineering.
This title includes a traineeship opportunity, and applicants must meet one of the following :
A bachelor's degree or higher in engineering or engineering technology (listed above).
OR
Proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time engineering experience (listed above).
OR
Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 16 or above and eligible for transfer under Section 70.1 of the Civil Service Law.
NOTE : IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.

There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period. At a future date (within one year of permanent appointment), NY HELPS employees are expected to have their non-competitive employment status converted to competitive status, without having to take an exam.
The Office of the General Services (OGS) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OGS Design and Construction (D&C) will be restricted from telecommuting for at least 8 calendar weeks, after which telecommuting may be allowed up to 4 days per pay period if approved.
This position is graded and offers a salary range from the hiring rate to the job rate for its designated grade. All hires begin at "Start Rate" unless prior state experience qualifies for a hiring step increase as determined by OSC.
