JOB TITLE : CHIEF HUMAN RESOURCES OFFICER REPORTS TO : DIVISION SUPERINTENDENT

JOB SUMMARY
Performs complex professional and difficult administrative work planning and directing the responsibilities of the Office of Human Resources;
does related work as required. Work is performed under the general supervision of the Division Superintendent. Supervision is exercised over the Human Resources staff.
- This is sedentary work requiring the exertion of up to ten pounds of force occasionally and a negligible amount of force frequently or constantly to move objects;
- work requires standing, walking, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word;

the director is not subject to adverse environmental conditions.

Plans for the delivery of human resources services to promote the efficient and effective recruitment, and retention, and development of qualified employees.
Services include those in the broad areas of recruitment and selection, licensure / certification, benefits administration, classification, compensation, employee relations, Equal Employment Opportunities (EEO), transactions, records maintenance, and legal compliance pertaining to personnel policy and procedure.
Plans and directs a program for selecting the best-qualified teachers and other personnel. Establishes interview procedures that comply with state and federal laws;
trains administrative staff in conducting legal interviews.
- Recommends new hires, transfers, disciplinary actions, dismissals, and promotions to the Division Superintendent.
- Supervises necessary processing for issuance and renewal of state credentials.
- Participates in the annual goal-setting process.
- Manages personnel records to ensure compliance with local, state, and federal laws and regulations.
- Implements the compensation plan as approved by the School Board.
- Certifies classification and salaries;
- Initiates responses to current and potential human resource problems in order to foster positive employee relations and ensure legal compliance.
- Serves as the division's Equal Employment Opportunity officer and coordinates Equal Employment Opportunity Commission (EEOC), Affirmative Action, Americans with Disability Act and civil rights compliance.
- Reports periodically to the Division Superintendent as appropriate on all relevant human resources issues.
- Prepares and submits procedures for compliance with School Board policies.
- Ensures the eligibility of employees for the division's benefits.
- Coordinates the Employee Assistance Program; advises administrators and employees as to the appropriate use of the Program.
- Prepares appropriate correspondence and attends staff, board, and other meetings.
- Plans, evaluates, develops, and revises employee management policies in accordance with state and federal legislation and regulations for submission to the Board for adoption;
maintains employee policy handbooks.
- Responds to questionnaires, surveys and correspondence from research or professional organizations requesting information on the division's human resources program.
- Leads, supervises, and evaluates employees assigned to the human resources staff
- Implement, leads and monitors the Grow your Own program.
- Assess and provides human resources training as needed by the professional staff.
- Supports the school division in the overall administrative efforts.
- Performs related tasks as required by the Division Superintendent.
JOB SPECIFICATIONS / PHYSICAL REQUIREMENTS
- Thorough knowledge of human resources administration, including knowledge of accepted methods and practices of classification, compensation, training, testing, and research techniques, thorough knowledge of principles of school division organization and administration;
- ability to establish and maintain effective working relationships with administrators, employees, and the general public;
ability to perform a variety of difficult tasks; ability to express ideas clearly, both orally and in writing.
- This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects, and some light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects;

EDUCATION AND EXPERIENCE :
Any combination of education and experience equivalent to graduation from an accredited college or university in business, personnel, public administration, or education and considerable personnel management experience;
master's degree required; strongly prefer experience in K-12 public education system; doctorate preferred.
