Job Summary : The Assistant Vice President for Research Integrity reports to the President and the Vice President for Research & Economic Development.

Serves as the Chief Research Security Officer (CRSO), Facility Security Officer (FSO), Export Control Empowered Official (ECEO), Contractor Special Security Officer (CSSO), Insider Threat Program Senior Official (ITPSO), and the Research Integrity Officer (RIO) for the University.

Provides senior level development, counsel, management, administrative, and fiscal oversight for the Office for Research Security & Export Controls, Office for Research Ethics & Compliance, and Animal Care Facilities.

Serves as a critical leader on the Office for Research & Economic Development Executive Leadership Team. Collaborates with senior leadership across campus to supervise research integrity programs and to develop and execute research security and export control compliance programs with internal and external partners for the University.

Additional Department Summary : The Assistant Vice President for Research Integrity must have the ability to obtain security clearance for classified information, and maintain the aptitude, drive, and experience to build UA's research integrity, security, and export control compliance initiatives from the ground up.

Serves as the primary point of contact for internal and external inquiries regarding compliance with export control regulations, Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), sanctions programs administered by the U.

S. Department of Treasury's Office of Foreign Asset Control (OFAC), etc. Manages the facility security program to ensure compliance with federal security regulations, and works collaboratively to follow contractual agreement requirements regarding the protection of classified, export control, proprietary, insider threat, controlled unclassified information, and all other aspects the University research portfolio, while ensuring full compliance with 32 CFR Part 117, the National Industrial Security Program Operating Manual (NISPOM), Intelligence Community Directives (ICD), Counterintelligence (CI), cybersecurity laws, policies, and regulations, and all applicable federally funded government research activities.

Develops and delivers training and outreach programs for the University community to foster a culture of compliance with integrity, security, and export control regulations.

Required Minimum Qualifications : Bachelor's degree and fifteen (15) years of experience; OR Master's degree and thirteen (13) years of experience.

Additional Required Department Minimum Qualifications : Due to U.S. export control regulations governing information, technology, and facilities accessed during the performance of this work, applicants must be : (1) U.

S. citizens or nationals; (2) permanent residents; (3) asylees or refugees; OR (4) individuals otherwise described as "protected individuals" according to Title 8 U.

S. Code Section 1324b(a)(3)(b).

Must have or obtain export control certification specific to higher education industry within one (1) year, as courses are available.

Skills and Knowledge : Broad understanding of compliance requirements of federal, state, and other regulatory agencies. Extensive knowledge of federal and institutional regulations on research integrity, security, and export control and their application within a research-intensive higher education environment.

Ability to conduct comprehensive, detailed analyses of complex regulations, and effectively and efficiently assess factual situations under those regulations and develop appropriate recommendations for action.

High level of competency with systems applications and databases. Excellent written and verbal communication skills. Excellent interpersonal and organizational development skills.

Proven leadership and supervisory skills. Ability to be flexible, tactful, and diplomatic. Well-developed analytical and problem-solving skills. Ability to innovate.

Preferred Qualifications : Ten (10) years of experience in a leadership role in university research compliance, research integrity, security, export control compliance, or risk assurance. Security clearances.
