The Industry and Security Analysis Group (ISAG) provides analytical and consulting across several major Department of Defense (DoD), Department of Commerce, and other Federal civilian programs supporting the .
Government’s priorities of ensuring a resilient supply chain for critical and emerging technologies; and strengthening, protecting and securing the US economy and industrial base.
The objective of this project is to enhance the Department of Commerce’s Bureau of Industry and Security (BIS) Office of Technology Evaluation’s (OTE) ability to conduct technical analysis, research, data analytics, data visualization, and technical support for the BIS Export Administration (EA).
ISAG is seeking a Technical Project Engagement Manager with programmatic managerial experience to provide immediate support to SIES in their mission to advance .
national security, foreign policy, and economic objectives by ensuring an effective export control and treaty compliance system and promoting continued .
strategic technology leadership.
This role will provide an initial focus on analytic support for the BIS 2021 NDAA Section 9904 Phase II survey and risk assessment of the .
Microelectronics Industrial Base and supply chain capabilities supporting the national defense. The focus is on evaluation of critical equipment and materials required to manufacture semiconductors and microelectronics and builds off of the initial industry assessment completed in 2023.
The risk assessment will identify strengths, weaknesses, opportunities, and threats presenting the . microelectronics industrial base and, and will culminate in a report to congress and subsequent assessments.
This role is hybrid requiring weekly on-site client meetings located at Department of Commerce, Herbert C. Hoover Building (HCHB), Washington, DC.
Responsibilities
Candidate will apply experience with program management, data analysis, survey tools and approaches, the ability to convert data into actionable information, and a background in .
export policies. Will support SIES’s Industrial Assessment Division in the design, execution, and analysis of the BIS industry survey, support the development and delivery of the subsequent 2021 NDAA Section 9904 Phase II Report to Congress.
Provide project management, task management, quality management, and planning support for the BIS Industrial Assessment Team’s implementation of the 2021 NDAA Section 9904 Phase II Study and subsequent assessments.
Participate with SIES Industrial Assessment Division leadership in setting goals and defining the conditions for the multiple projects including expectations, metrics and outcomes related to the industrial study, Congressional Report, and follow-on assessments.
Support the design, editing, and execution of industry surveys. Support the collection and analysis of data returned from survey, to include drafting charts, graphs, and developing written and technical reports to support government policy decisions.
Identify and fill gaps in research and survey data with appropriate industrial research and evaluation to validate survey findings.
Manage survey compliance process including continuous communication with industry via email and phone calls to ensure effective industry experience.
Conduct project-related research on emerging technologies, industries, supply chains, and other matters related to the scope of survey.
Gather, analyze, and monitor research data on critical emerging technologies relevant to . competitiveness and national security.
Assist in drafting presentation materials for briefing partners and outreach with stakeholders. Attend activity team meetings, and meetings with the sponsor agencies and project stakeholders.
Prepare and process correspondence, technical reports, presentations, briefings, and other related documentation.
Qualifications
Required
- 2+ years of experience in Program / Project Management.
- 4+ years of experience with a Bachelor’s Degree.
- Active Secret clearance.
- MS Office proficiency.
- Excellent communications skills (written and verbal).
Desired :
- Active Top Secret clearance with SCI eligibility.
- Experience involving trade and export control policies.
- Project Management Professional Certification (or similar).
- Masters Degree in a related field.
- Understanding of Supply Chain Risk Management.

Salary transparency pay range for the Washington DC area : $120k-$140k
