GENERAL STATEMENT OF JOB

Implements and enforces the County's Cross Connection Control Program and ensures that the drinking water supply is not contaminated from backflow due to outside water sources or cross connections.

EXAMPLES OF WORK

  • Develops and maintains an annual backflow testing maintenance schedule and monthly notifications.
  • Maintains, repairs and tests domestic backflows; maintains the records of testing.
  • Conducts cross-connection surveys and inspections in order to identify water user premises where cross-connections are likely to occur.
  • Develops and maintains accurate electronic records (database) of backflow prevention device locations, testing, repairs and other pertinent information.
  • Maintains inspection reports and notifies customers of violations due to non-compliance; provide customers with the proper documentation, i.

e., installation standards and time frame for compliance; answers questions in-person, phone or email.

  • Inspects premises for cross-connections; certify backflow prevention devices on new construction or remodels when building permits have been issued.
  • Provides information concerning the County's Cross Connection Control Program to other departments, governmental agencies, contractor, architects and engineers.
  • Maintains Okaloosa County's list of certified backflow assembly testers.
  • Works collaboratively with Supervisor in cross-connection control tasks.
  • May work off-hours to accommodate businesses that require special times for testing.
  • Confirms and ensures all test kits are tested annually.
  • Test, maintain and repair backflow prevention devices on County property and buildings.
  • Assists with the installation and / or disconnection of water and / or sewer services.
  • Responds to and resolves inquiries on interruption of service.
  • Inspects water meters and connections while looking for unauthorized connections, installs water meters and ensures that meters are registering properly.
  • Inspects water tank trucks to ensure that trucks have proper air-gap separations and maintain appropriate records.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Education, Training and Experience : High school diploma or GED supplemented by two (2) years of experience in the field of backflow prevention, related devices and / or municipal water systems;

or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities.

Experience with Microsoft Office required. Experience with state, county or local law / codes related to regulations of Cross Connection Control and / or the Safe Drinking Water Act is preferred.

Licenses and / or Certifications : Requires a valid driver license. Requires a current backflow prevention assembly tester certification approved by the State of Florida or be able to obtain certification within 6 months of hire.

This certification must be / remain current.

OTHER REQUIREMENTS

Physical Requirements : Must be able to efficiently navigate between various software / programs on a laptop, desktop, and tablet.

Must be able to operate specialized testing equipment and repair equipment and tools. Must be able to exert up to 75 pounds of force occasionally, or in excess 20 to 50 pounds of force constantly to lift, carry, push and pull or otherwise move objects.

Physical demands are in excess of sedentary work. Must be able to walk or stand for prolonged periods of time. Requires full range of body motion in manipulation of limbs and torso for working on scaffolding, climbing ladders and working in confined spaces.

Language Ability : Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information;

requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals.

Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation.

Must be able to communicate effectively and efficiently in a variety of technical and / or professional languages used within the parameters of the job and with a broad array of individuals from various professional backgrounds.
