Job Description and Duties

Remote-Centered

Eligible for telework in accordance with CDIs telework policy. Teleworking employees may be required to report to their headquarters office location on designated telework days.

Travel expenses are not reimbursed, however other authorized transit subsidies do exist for those who qualify.

Under general direction of the Assistant Chief Counsel, the Attorney IV works independently and in a team environment in the Health Equity and Access Office (HEAO) providing formal, informal, oral, and written legal advice to the Insurance Commissioner, Senior Deputy Commissioner / Legislative Director and Assistant Chief Counsel on a variety of issues pertaining to the implementation of federal and state health insurance law.

Engages in legal and policy work relating to health policy, legislation, and policy matters regarding the regulation of health insurance, health access, and health equity at the California Department of Insurance (CDI), and the implementation of such legislation, regulation, and policy across the Department.

Exercises broad discretion as a project leader with Attorneys and other staff in HEAO. Provides training and mentorship to other Attorneys, Staff Services Managers, and other units in the Department.

Provides advice and counsel to the Commissioner, Deputy Commissioner / Legislative Director, Assistant Chief Counsel, HEAO, the Legislative Office, Health Actuarial Office, the Health Policy Approval Bureau and other bureaus within the Department.

Advises and / or represents the Assistant Chief Counsel in meetings with stakeholders, outside Departments, and the federal government.

Advises regarding the Department's rights, duties, and authority pertaining to health reform activities, public policy, and current and pending legislation.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests.

Working Conditions

  • Requires being in a stationary position, consistent with office work, for extended periods
  • Daily use of a computer, keyboard, mouse, camera for virtual meetings, office equipment, and telephone
  • Lift, carry, or otherwise transport documents to meetings, conferences, and other public appearances
  • Work in a high-rise office building with standard office environment (e.g. artificial lighting, controlled temperature)
  • Eligible for telework in accordance with CDIs Telework policy. Government Code 14200 for eligible applicants must reside in California.
  • Occasional travel may be required within and / or outside the State of California via private or public transportation (i.
