RUHS Compliance Program Manager
ABOUT THE POSITION Riverside University Health System (RUHS) seeks candidates for an RUHS Compliance Program Manager position.
The person selected for this role will develop, coordinate, and assist in the planning, implementation, and maintenance of the RUHS compliance programs and activities;
supervise support staff; and perform other related duties as required. The RUHS Compliance Program Manager is a journey level manager classification and reports to the RUHS Compliance and Privacy Officer and / or the Public Health Director.
The RUHS Compliance Program Manager is expected to perform the full range of increasingly responsible and complex work assignments with occasional mentoring when needed.
This class is characterized by the responsibility for the achievement of goals, standards, objectives, development, implementation, and monitoring of an effective compliance program.
Incumbents assist the RUHS Compliance and Privacy Officer or Public Health Director in ensuring compliance with federal, state, and County regulations, policies and procedures related to medical privacy and information security, as well as to the provisions of the Health Information Technology for Economic and Clinical Health Act (HITECH).
Incumbents may oversee a moderate amount of subordinate staff members and / or provide specialized knowledge for the department while providing some oversight of staff.
The RUHS Compliance Program Manager differs from the RUHS Compliance and Privacy Officer classification in that the latter performs duties that require extensive knowledge and experience in the planning, organizing, coordinating, and directing of regulatory compliance programs.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution.
Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

Perform audits to assess compliance with various laws, regulations, policies, and standards such as those related to healthcare fraud, waste and abuse, billing and coding, clinical documentation, privacy and information security, research and ethics;
maintain a system of reporting that provides timely and relevant information of all aspects of compliance issues.
- Participate in appropriate level of response, develop corrective action plans and conduct compliance investigations while maintaining confidentiality of information reported, as appropriate.
- Evaluate departmental continuous readiness to achieve compliance in the areas of healthcare privacy and security; assist in the development and implementation of privacy policies, procedures and breach notification as necessary.
- Develop and implement policies and procedures for filing and investigation of complaints related to HIPAA / HITECH Privacy, Breach Notification Rules and related County guidelines and procedures.
- Develop and monitor policies and procedures that establish standards for ensuring patient privacy protections, including by providing guidance to individual employees and departments on the HIPAA Privacy Rule, as appropriate.
- Document and retain all complaints received as required by HIPAA / HITECH; establish and maintain a mechanism for tracking and reporting the investigation and resolving such complaints.
- Develop and administer training for RUHS staff to promote awareness of compliance to regulatory standards.
- Provide guidance and assistance to departments on a variety of privacy and compliance auditing, and internal control matters;
document findings and prepare reports.
Supervise, assign, review, and evaluate the work performed by staff; direct the day-to-day operations of support staff.
MINIMUM QUALIFICATIONS Education : Graduation from an accredited college or university with a bachelor's degree, preferably with a major in business administration, public administration, public health nursing, finance, accounting, or a closely related field to the assignment.
A master's degree from an accredited college or university in any of the aforementioned majors is preferred.) Possession of current Healthcare Privacy Compliance (CHPC) certification is preferred.
Experience : Three years of professional, journey-level experience in healthcare compliance, which includes internal auditing experience and experience in the development and implementation of HIPAA and / or privacy compliance programs.
- Knowledge of : Information security; theory, principles and practices of general healthcare; governmental accounting, budgeting and auditing;
- HIPAA privacy and security rules and regulations; privacy laws, rules and regulations relating to information and security;
- federal, state and local codes, rules and regulations including healthcare fiscal operations; the methods of developing systems forms for various types of accounting records and reports;
- information systems and their application to accounting operations; the principles, methods and techniques of public administration, personnel and business office management;
- the principles and techniques of supervision. Ability to : Develop and implement compliance and auditing programs; apply legal and administrative compliance policies to hospital or health systems;
- analyze data, draw logical conclusions, conduct independent audits, reviews, and make evaluations to ensure compliance issues and concerns are appropriately evaluated, investigated and resolved;
- recommend effective courses of action; communicate effectively in oral and written form; establish and maintain effective working relationships;

Tier I (Classic Member - Formula 3% @ 60) : Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08 / 24 / 2012 and did not withdraw CalPERS contributions.
The employee contribution is eight (8%) percent.
Tier II (Classic Member - Formula 2% @ 60) : Applicable to local miscellaneous employees 1) hired after 08 / 23 / 2012 through 12 / 31 / 2012;
2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside.
The employee contribution is seven (7%) percent.
Tier III (PEPRA New Member - Formula 2% @ 62) : Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.
Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024. A new member is defined as any of the following : A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.
CalPERS refers to all members that do not fit within the definition of a new member as "classic members". Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

Agency / Department Head may approve an additional 80 hours. -Annual Leave for Unrepresented Management Attorneys : Maximum Annual Leave accumulation is 2,000 hours.
Refer to Article 22 of the Management Resolution for a list of job classifications included. HOLIDAYS : Normally 12 paid holidays per year.
BEREAVEMENT LEAVE : 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances). BASIC LIFE INSURANCE : $50,000 of term life coverage.
Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase. LONG-TERM DISABILITY (LTD) : Benefit pays 66.
67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION : A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
OTHER : There may be other benefit provisions as specified in the applicable Memorandum of Understanding, Management Resolution, or Salary Ordinance.
