Refugee Resettlement Program Director :
POSITION OVERVIEW :
Purpose : The Refugee Resettlement Director is responsible for the management of RAICES' Refugee Client Services, including program compliance (federally, on the state level, and internal requirements), staff management and coaching, stakeholder engagement, strategic planning, and growth of the programs.
The Refugee Resettlement Director directly supervises the RAICES Refugee Resettlement Program Managers, Administrative Assistant and Training Coordinator.
Core Responsibilities
- Oversee refugee services and clients assigned to RAICES by USCRI and other populations served by the program. Ensure that all services delivered comply with federal, state, and local funder guidelines and agency policies.
- Ensures compliance with all grants / MOU's, oversees implementation of services, reviews and develops a strategy for improvement and growth;
- Ensures excellent relationships and communication with funders;
- Ensures timely and accurate program reporting for each program based on monthly, quarterly, and annual schedules.
- Enforce the program's quality assurance policy in collaboration with Associate Vice President;
- Ensures program adherence to the approved fiscal budget, financial policies and standard fee schedules.
- Reviews and approves payment requests for RR programs as needed. Confirms the distribution of client funds, check requests, and in-kind contributions in accordance with program guidelines.
- Oversees data tracking and program evaluation tools to monitor program outputs and outcomes;
- Maintains current and up to date knowledge of the US. Resettlement Program;
- Coordinates with AVP for the development and oversees the implementation of, operating protocols and evaluation of all curricula;
ensuring consistency, measurability and effectiveness. Develop and oversee the program's operational policies and procedures.
- Ensure all policies & procedures, forms and curricula maintained in the agency's policies & procedures manual are current and accurate.
- Monitor the current level of functioning for the program and assess the future needs of the program and;
- Identifies and implements plans for program expansion and development, in accordance with the agency's strategic plan.
Stakeholder Engagement
- Represent the program with local VILLAGes, State Refugee Coordinator, local refugee committees and other refugee service providers.
- Meets with local, state, and federal partners to discuss challenges, projects and promising practices for the refugee resettlement program;
- Attends all Quarterly Consultation meetings, facilitating the meeting when it is RAICES' turn to host;
- Works with the Legal and Advocacy Departments to address the micro and macro level needs of the refugee clients through coordinated and routine meetings or check-ins.
- Perform public advocacy as needed;
- Establish and maintain partnerships, collaborations and professional relationships within the community. Represents the agency to external customers.
Establish collaborative partnerships with other programs to extend program services and increase outreach capacity.
Staff Supervision & Management
- Facilitate regular Refugee Resettlement staff meetings, and ensure timely sharing of program updates to the team.
- Ensures personnel have needed training to complete job responsibilities effectively. Monitor employee performance through regular supervision.
Initiate appropriate interventions when employee performance fails to meet minimum standards and expectations in accordance with HR policies and procedures.
Fosters a culture of growth, respect and inclusivity.
Qualifications :
Minimum Qualifications :
- BSW or Bachelor's Degree in a related social service field;
- 5 years providing services as a Social Worker or Counselor, including supervising a team providing staff training, development, and mentoring opportunities
- 5 years experience in direct services provision with children and / or families :
- 5 years working with budgeting and contract / grant requirements regarding refugee resettlement work to ensure compliance.
- 2 years experience working with external stakeholders and developing community partnerships
Preferred Qualifications :
Masters Degree in Counseling and licensure or Masters Degree in Social Work and licensure (LMSW).
