Position Summary :
The Training and Development Program Manager is responsible for creating and executing a comprehensive organizational learning strategy to enhance the productivity and performance of employees across the College of Western Idaho (CWI).
This role includes assessing developmental needs, designing, implementing, and evaluating training programs, and managing the Learning Management System (LMS).
The Manager will oversee training content, technology, reporting, and assessments, while also supporting mentoring, communication, and coaching initiatives to align with organizational goals.
Essential Functions :
Learning Strategy and Program Development :
- Develop and implement a comprehensive organizational learning strategy that aligns with CWI's strategic goals.
- Identify, design, and deliver training programs, including in-house content creation and coordination with outsourced partners.
- Facilitate development initiatives focused on leadership, employee engagement, and continuous learning.
- Ensure all training programs are aligned with organizational objectives and are continuously evaluated for effectiveness.
Needs Assessment and Program Evaluation :
- Conduct annual and ongoing training needs assessments to identify developmental gaps.
- Use data-driven insights to recommend and implement organizational effectiveness interventions.
- Conduct follow-up studies and modify training programs based on evaluation results to improve outcomes.
Learning Management System (LMS) Administration :
- Serve as the subject matter expert for the LMS, managing all technical and administrative aspects.
- Develop and maintain training modules, including content uploads, course creation, testing, and reporting.
- Partner with third-party content providers to ensure content compatibility and technical requirements are met.
- Analyze LMS metrics to drive system utilization and enhance the user experience.
Succession Planning :
- Collaborate with HR and leadership to identify key roles within the organization and develop succession plans.
- Design and implement training programs aimed at preparing employees for future leadership roles.
- Assess potential leaders' development needs and create targeted training to address these gaps.
- Monitor and evaluate the effectiveness of succession planning initiatives, making adjustments as necessary to ensure alignment with organizational goals.
Mentoring, Communication, and Coaching :
- Train and coach managers, supervisors, and other employees involved in development efforts.
- Develop and maintain organizational communications, including intranet resources and newsletters, to keep employees informed about training opportunities.
- Foster a culture of continuous learning and development through mentoring and coaching programs.
Minimum Qualifications :
Required Skills / Abilities :
- Strong verbal and written communication skills.
- Proficiency in designing and implementing effective training and development programs using both traditional and modern methods, including mentoring, coaching, on-the-job training, classroom instruction, and e-learning.
- Excellent presentation skills with experience using various multimedia training platforms.
- Solid understanding of instructional design and adult learning principles, as well as effective training methods.
- Strong project management skills with the ability to oversee content creation, updates, and maintenance.
Education and Experience :
- A bachelor's degree in business administration, Organizational Development, Human Resources, or a related field is preferred.
- At least two years of experience in designing and implementing employee development programs, including goal setting, organizing, assessing engagement, and monitoring program quality and alignment.
- Experience in Learning Management System (LMS) administration.
- Credentials such as Certified Professional in Learning and Performance (CPLP), SHRM Certified
