Position Information

  • Under general supervision, is responsible for a variety of complex, analytical, and research assignments; project planning;
  • programmatic support and coordination; developing recommendations to drive effective decision making, improve operations, and advance strategic objectives within various County departments;

and performs other related duties as assigned.

This is an Open Competitive / Countywide Promotional recruitment being conducted to fill a current full-time vacancies in the Human Services Agency and Juvenile Services.

Minimum Qualifications

A bachelor's degree from an accredited college or university in public administration, business administration, political science, public health, or a closely related field, AND two years full-time professional experience as a management or policy analyst, or a project or program manager with responsibilities for program or project planning, implementation, or evaluation;

OR an equivalent combination of education and experience.

License Or Certificate

A valid driver's license is required at the time of appointment.

About the current vacancy with Juvenile Services :

The Management Analyst position is crucial for ensuring that services meet the highest standards and effectively support Juvenile Services.

The Management Analyst will be primarily responsible for analyzing and preparing data / statistical reports and providing continuous quality assurance for the department.

This position will assume the lead on various projects, including the implementation and management of a new juvenile justice case management system (CMS).

The Ideal Candidate Will :

  • Have experience in project Management, data analysis and presentation development.
  • Have a background in criminal justice and knowledge of case management systems is preferred, but not required.

A bout vacancies in Northern Nevada Public Health (NNPH) :

The Management Analyst plays a crucial role in supporting the strategic direction of the organization and enhancing public health programs within Northern Nevada.

This position involves a combination of organizational development, performance management, quality improvement, data analysis, program evaluation, and strategic planning to ensure effective public health interventions and policies.

The key responsibilities of this role support internal and external projects by collecting, analyzing, and evaluating the effectiveness of existing public health programs and interventions from various systems and sources.

Subsequently, this role will collaborate with diverse audiences, including, interdisciplinary teams, internal leadership, community partners, health professionals, and researchers, to communicate findings, recommendations, and outcomes to promote public health initiatives.

This role is pivotal in ensuring that our processes and procedures meet National Public Health Accreditation requirements.

Ideal Candidate Will Have :

  • Experience with Organizational Development.
  • Experience in strategic planning and performance management frameworks and procedures.
  • Proficiency in designing performance management metrics.
  • Strong analytical skills to monitor quality indicators and trends to identify areas for improvement.
  • Proven ability to lead complex, multi-stakeholder projects from conception to completion.
  • Knowledge of public health principles and current trends in Northern Nevada.
  • Proven ability to facilitate quality improvement meetings and workshops to foster a culture of continuous improvement.
  • An understanding of health equity principles and their application in program design.
  • A track record of successful collaboration with interdisciplinary teams and external partners.
  • Proficiency in research methodologies, program evaluation techniques to identify trends and areas for improvement.
  • Strong problem-solving skills and the ability to think critically and innovatively.
  • Experience in creating and delivering professional presentations and reports.

About vacancies in the Human Services Agency :

Within the Human Services Agency (HSA,) the Management Analyst positions support a variety of program, fiscal, and administrative needs that include Human Resources (HR) Liaison support, fiscal oversight and fund management, quality assurance, and process improvement.

All of the positions are fast-paced roles that require moderate to advanced computer and software skills as well as strong multi-tasking, customer relations, and analytical skills;

and all of the positions require knowledge and comprehension of research techniques, data collection and interpretation, and report preparation.

The ideal candidate for any Management Analyst position at HSA must have exceptional active-listening skills, meticulous record keeping habits, and the ability to communicate difficult information with compassion and discretion.

Certain Management Analyst positions are ideally suited for candidates with proficient fiscal knowledge and experience in areas such as cost allocation, budget monitoring, preparation, forecasting, trend analysis, fiscal impact determination, year-end closing activities, and complex understanding of provisions in the U.

S. Office of Management and Budget (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) as well as State Plan Amendments, Random Moment Time Studies, Direct Services Cost Settlements, Cost Allocation Plans, and Federal Claiming.

Other Management Analyst positions at HSA are ideally suited for candidates with experience in the development of data capture systems, quality assurance, process improvement, and descriptive, diagnostic, predictive, and prescriptive analytics with goals that include improving program service delivery to improve outcomes for clients served by agency programs.

Still other Management Analyst positions at HSA serve to support staff directly through HR Liaison duties that are ideally suited for candidates who are detail-oriented with excellent independent judgement and strong mediation, record keeping, and time-management skills as well as some functional knowledge of HR laws, regulations, policies, procedures, and collective bargaining agreements.

Conditions of Employment

The Washoe County Employees Association (WCEA) Supervisory covers the Management Analyst position.

Positions with Human Services Agency :

Certain positions in the Human Services Agency have access to criminal justice agency systems including NCIC and CJIS. All felony convictions, gross misdemeanor and certain misdemeanors will prohibit that employee from working with NCIC and CJIS criminal justice systems.

Additionally, the department will run a background check via the Child Abuse and Neglect Registry.

Human Services Agency applicant(s) will be required to have a tuberculosis test. The cost of the test will be borne by the selected applicant(s).

Positions with NNPH :

Selected candidates may be required to meet the Northern Nevada Public Health immunization requirements and provide proof of COVID-19 vaccination received after September 1, 2022, at the time of appointment.

All NNPH positions do require selected candidates to have the 2-step TB Skin Test at time of appointment.

Positions with Juvenile Services :

After the interview, top candidates must pass a background investigation which includes :

  • Submit a set of fingerprints
  • Complete and submit a personal history statement

Must submit to a TB test at own expense upon offer of employment.

Background checks will be conducted on selected applicants through the State of Nevada and the Federal Bureau of Investigation (FBI).

Per the Washoe County Background and Reference Checks Policy, new and rehired employees are required to submit to a fingerprint based background investigation.

Effective July 1, 2019, the $40.25 fee associated with this background investigation will be paid by the employee (if applicable) and deducted automatically from the first paycheck.

Employment is contingent upon the results of the background check, although a record of conviction will not necessarily bar an applicant from employment.

Juvenile Services falls under the direction of the District Court, and as such, Juvenile Services is not a part of Washoe County's merit personnel system, and Juvenile Services employees are not members of a bargaining unit.

However, full-time or part-time permanent employment with the Department of Juvenile Services offers the same attractive benefit package and salary schedule as any other Washoe County Department.

Washoe County requires its employees to reside in the state of Nevada or neighboring California communities such as Truckee, South Lake Tahoe or Susanville as of their first day of work.

Washoe County hires all new employees at the minimum rate of the salary range and eligible employees may receive an annual merit increase of 5% until they reach the maximum salary for the classification.

Upon promotion, current Washoe County employees are placed at the minimum rate of the salary range for the higher classification of the new position OR a promotional calculation, whichever is greater.

What Happens Next

2. Applicants who meet the minimum requirements will receive an email invitation to take the Management Analyst online exam administered remotely;

notices will be delivered within 1 week from the closing of the recruitment.

This exam link will be delivered via email after the closing date of the recruitment and qualified candidates will have a time limit to complete the exam, within 4 calendar days.

You will be notified if you are eligible to transfer an exam score within 1 week following the closing date of the recruitment.

The exam will evaluate your expertise, knowledge, skills and abilities in the following areas :

  • Reading Comprehension
  • Report Writing / Word Usage
  • Mathematical and Statistical Skills
  • Analytical Skills
  • Interpersonal / Teamwork Skills

Pursuant to the Washoe County Personnel Handbook, the Department of Human Resources does not administer an exam when there are less than 20 qualified candidates.

Once the recruitment has closed, if there are less than 20 qualified candidates, the exam will be waived and all qualifying candidates will be placed on an unranked eligible list which will be referred to the hiring department.

If the exam is scheduled to move forward and less than 20 candidates take the exam as determined by the Department of Human Resources, the exam will be waived.

Only those candidates who took the exam or have a transfer score will be placed on an unranked eligible list which will be referred to the hiring department.

3. After the exam is completed, you will receive an additional email notifying you of the results. If you pass the examination, you will receive your score and rank.

This rank will be used to determine which candidates will be interviewed by departments trying to fill a vacancy.

4. Hiring departments schedule interviews from a list of top scoring candidates. If your name is not sent to the hiring department, it will remain on the list for future opportunities as they become available.

Washoe County's waiting period for health insurance is changing to 30-days (currently 90) on July 1, 2024. Therefore, employees hired April 2nd - May 31st will have met the 30-day requirement and will have a benefit effective date of July 1st.
