The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role.

POSITION OVERVIEW :
The Budget Manager is responsible for planning, assigning, assisting, and supervising the Budget Team with the preparation of required state and agency budgetary reports to ensure compliance with the General Appropriations Act and other applicable state and federal statutes.
The work includes coordinating, examining, monitoring, and analyzing operating budgets and providing technical assistance to TEA staff and the Budget Team on budgetary matters.
This position will report to the Assistant Budget Director and works under minimal supervision to perform highly advanced managerial budgetary work.
Flexible work location within the state of Texas may be considered for qualified candidates.

ESSENTIAL FUNCTIONS :
Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.
- 1. Reporting : oversees, prepares, reviews, and analyzes financial reports related to general revenue, federal funds, reimbursements, fees, appropriated receipts, and other fund areas as assigned for review by management;
- determines appropriate use of funds, performs statistical analyses, develops budgetary reports, and develops and communicates solutions;
participates in collecting, organizing, analyzing, and preparing ad hoc reports
- 2. Budget Development : oversees and coordinates tasks associated with the LAR database, Base Reconciliation, and Annual Operating Budget (AOB);
- maintains budgetary systems used to generate internal / external reports; oversees annual system upgrade activities and annual budget rollover activities;
oversees the implementation of new legislation and supplemental appropriations; may assist with the federal indirect cost rate plan, recommends and implements system process improvements to improve efficiency
- 3. Analysis : determines methodologies and techniques for analyzing the operating budget; examines the operating budget for completeness, accuracy and conformance with policies and procedures;
- informs management of budget deviations, issues, and events likely to impact operations; provides or oversees analysis within major budget processes and reporting;
- manages interconnected processes utilizing the division's proprietary budget analysis tool to produce financial information used by upper management to make resource allocation decisions;
oversees the position control function
4. Team Management and Supervision : Supervises, assigns, and monitors the work of the Budget Team and ensures completion of tasks within established deadlines;
sets performance standards; conducts employee evaluations; trains or coordinates staff development; and counsels staff regarding work rule violations
Qualifications :
MINIMUM QUALIFICATIONS :
- Education : Graduation from an accredited four-year college or university
- Experience : At least five 5 years of experience in State of Texas agency budget management or development using State of Texas budget systems with at least two 2 years of supervisory and / or team lead experience.
- Substitutions : Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis.
OTHER QUALIFICATIONS :
- Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
- Advanced knowledge of budgetary, accounting, financial concepts and management principles and practices and ability to interpret policies, procedures, and regulations
- Proven budgetary experience using CAPPS, USAS, and ABEST systems
- Advanced analytical and problem-solving skills, able to work independently, prioritize assignments, be flexible, be highly organized, and work on multiple assignments at once with a high level of accuracy while meeting deadlines
- A degree in Accounting, Finance, or related field is preferred
- Highly skilled in Microsoft Office applications including advanced use of Excel (pivot tables, formulas, and macros); experienced in creating and working in Smartsheet and shared documents
- Possess advanced leadership skills through experience in successfully leading / managing projects and teams
- Plan, assign and / or supervise the work of others, including reviewing work, proactively identify issues or errors, take / or recommend appropriate corrective action(s)and ensure accuracy of work products
- Establish and maintain effective working relationships with supervisor, employees, other agencies, and the public with an emphasis on providing exemplary customer service with a customer-oriented approach
- Possess excellent written and oral communication skills with capability to break down complex information into parts, ask questions, synthesize, analyze and concisely communicate
- Self-starter, with an outcomes-based approach and a desire to give / receive feedback and continuously improve and a fast learner who thrives in a high performing environment
