GENERAL DESCRIPTION

Performs highly complex (senior-level) work assisting the youth facility superintendent in the management and oversight of a high security correctional facility for youth who have been adjudicated delinquent of felony offenses and committed to the agency by a juvenile court.

  • Work involves assisting the youth facility superintendent in planning, organizing, coordinating, and monitoring the implementation of a multifaceted institutional service and treatment system, which includes an integrated, system-wide rehabilitative program and specialized treatment programs;
  • establishing goals and objectives and developing standards for achieving established goals; developing guidelines to administer and enforce policies, procedures, rules, and regulations;

overseeing daily facility operations and activities; developing and evaluating budget requests. Plans, assigns, and supervises the work of others.

May interact with juvenile judges, district attorneys, probation departments, and other state agencies.

Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. May be required to work in excess of 40 hours per workweek, be on-call 24 hours per day, and travel occasionally.

ESSENTIAL FUNCTIONS

Uses leadership and teambuilding skills to motivate facility staff and youth to work toward common objectives and goals.

Prepares and maintains management and operational reports, including special projects and non-routine reports; provides relevant information to the youth facility superintendent and other facility staff regarding the impact of the facility’s daily operations on the treatment and recreational programs, religious services, health services, and other services provided at the facility.

Implements techniques for evaluating programs, services, and daily activities; develops and evaluates recommendations for guidelines, procedures, policies, rules and regulations to enhance programs, services, and operations.

Ensures ongoing implementation and maintenance of all aspects of the Texas Model of trauma-informed corrections.

Oversees and monitors activities of staff and the youth population; provides technical guidance; takes necessary action to ensure compliance with laws, rules, regulations, policies, and standard operating procedures.

Coordinates secure facility operations to ensure the security and safety of the youth population, staff, property, and equipment;

appropriately responds to emergency situations.

Cooperates and consults with the facility’s program administrators and supervisors to ensure common goals are met.

Participates in activities relating to the facility’s compliance with the Prison Rape Elimination Act (PREA).

Assists in the review of fiscal data and directing the organization and controlled use of resources to meet fiscal goals and objectives.

Monitors outcomes for racial, ethnic, and gender disparities and takes action to address identified disparities and takes action to address identified disparities.

Performs a variety of related duties not listed, to be determined and assigned as needed.

Performs all duties in compliance with agency safety policies and procedures :

  • Reports safety hazards and corrects hazards when possible.
  • Completes required documentation in the event of an accident / injury within requested time frames.

Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.

Qualifications

MINIMUM QUALIFICATIONS

Master’s Degree Track :

  • Education. A Master’s Degree.
  • Experience. Six (6) years full-time wage-earning experience in a residential setting, treatment, correctional program, or trauma-informed settings for youth with significant needs and risks.
  • Program administration experience. Two (2) years of experience must be in a supervisory / management position, which oversees or directs an operation, program, or organization.

Bachelor’s Degree Track :

  • Education. A Bachelor’s Degree.
  • Experience. Eight (8) years full-time wage-earning experience in a residential setting, treatment, correctional program, or trauma-informed settings for youth with significant needs and risks.
  • Program administration experience. Two (2) years of experience must be in a supervisory / management position, which oversees or directs an operation, program, or organization.

Non-Degree Track :

  • Education. Must have a high-school diploma or equivalent. May substitute additional relevant years of experience on a year-for-year basis in lieu of Bachelor’s degree.
  • Experience. Eight (8) years full-time wage-earning experience in a residential setting, treatment, correctional program, or trauma-informed settings for youth with significant needs and risks.
  • Program administration experience. Two (2) years of experience must be in a supervisory / management position, which oversees or directs an operation, program, or organization.

Preferences :

  • A Master’s or Bachelor’s Degree in a relevant field such as major course work in business administration, public administration, criminal justice (corrections), social services, or closely related field.
  • Direct experience with trauma-informed care organizations.
  • Practitioner-level certification in trauma-informed care.
  • Texas Model certification or current enrollment in the certification program (for existing TJJD staff).

Note : Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution, college or university.
