The Waste Management Superintendent directs, manages, supervises, and coordinates the activities and operations of the Department of Waste Management and Recycling including waste collection, transfer and disposal operations;
curbside recycling; organic waste collection and other resource recovery and waste diversion programs; and coordinates assigned activities with other divisions, departments, outside agencies, and the general public.
Knowledge of Principles and practices of management and organizational theory, including planning, organizational design, business finance, business development, project management, and organizational effectiveness Principles and practices of supervision, discipline, leadership, mentoring, and training Applicable federal, state, and local laws, codes, and regulationsOperational characteristics, services, and activities of assigned programs and functions Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized applications related to area of assignment English usage, spelling, grammar, and punctuation State and Federal programs and legislation pertaining to solid waste management Environmental impact of practices and procedures relating to solid waste collection and disposal Sanitary landfill and transfer station planning and operations Principles of budget preparation Principles and techniques of human resource management, labor relations, and supervision Safety precautions and safety orders Equipment specifications, purchasing practices and inventory control Ability to Select, supervise, train, and evaluate staff Plan, coordinate, assign, and review the work of subordinate staff Investigate and resolve disciplinary issues Work independently, prioritize work, coordinate activities and meet critical deadlines Develop, monitor and interpret budgets and other financial documents Plan, manage, and complete complex work assignments Develop and maintain cooperative, effective working relationships with others Communicate clearly and concisely, both verbally and in writing Interpret and apply applicable federal, state, and local laws, codes, and regulations Apply customer service skills, including the identification of customer needs and follow up to ensure customer commitments have been met Influence and persuade others to take a desired action and / or direction Interpret and summarize a variety of data and information Exercise discretion and maintain confidentiality of information Deal fairly and effectively with employees and labor unions Function with a high level of individual initiative, creativity, self-direction and independent judgment Minimum QualificationsTwo years of full time paid management experience in solid waste operations activities involving the development and supervision of operational programs, policies and procedures, budget preparation, and contract administration.
AND A Bachelor’s Degree, or higher, from an accredited four-year college or university.Note : Additional full time paid management experience as described above in solid waste operations activities involving the development and supervision of operational programs, policies and procedures, budget preparation, and contract administration may be substituted for the education requirement on a year-for-year basis.
