Main Purpose of Job

The Executive Director of Occupational Licensing provides daily direction for the Locksmith Program in addition to five State occupational licensing Boards (Master Electricians;

Heating Ventilation, Air Conditioning and Refrigeration Contractors; Plumbing; Elevator Safety Review; and Stationary Engineers), and the staff assigned to the program and boards.

Responsibility for the program and boards encompasses the licensing and regulation of over 46,000 active and inactive licensees in over two dozen licensing categories, as well as enforcement action against unlicensed practitioners.

POSITION DUTIES

Duties of this position include, but are not limited to :

Oversees the daily operation of the activities and related services of the locksmith program and five occupational boards.

Provides direction for timely and effective processing of licensing applications, license denials and reinstatements to ensure that only persons who meet the legal requirements are licensed.

Refers questionable applications to the commissioner, legal counsel and respective boards for guidance.

Prepares or supervises the preparation of agendas, minutes and related materials for board meetings and actively participates in all public and executive session meetings.

Conducts and coordinates all work assignments resulting from these meetings. Organizes and conducts annual educational seminars for the boards as established by their respective laws.

Communicates activities, proposed legislation, regulations and compliance activities and special projects of the program and boards to the secretary and commissioner.

Manages the handling of complaints and informational telephone calls from consumers, licensees, businesspersons and legislative offices for the program and boards.

Monitors and track types of calls and quality of responses, investigative outcomes, pre-charge reviews, decisions of administrative law judges, final orders, and response from the board members as well as consumers.

Responds to the governor, secretary and commissioner correspondence as assigned. Insures responsiveness, accuracy, and conformity with the Freedom of Information Act through consultation with staff, board members, counsel and the secretary / commissioner.

Minimum Qualifications

Education : Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience : Five years of administrative staff or professional work.

Notes : Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.
