The Office of Strategic Initiatives is a brand new office within the Division of Workforce Development and Adult Learning and is looking for a Deputy Director! This office oversees some of the Division’s most exciting and innovative projects and seeks to advance the Department’s highest-priority, high-profile initiatives.

This includes Labor’s sector-based, industry-driven portfolio. The Deputy Director will provide leadership within the office, serving as a critical connection point for sister agencies and other offices within the Division.

The Deputy Director will work alongside a dynamic team to ensure initiatives remain nimble and responsive to high priority in-demand and emerging industry and jobseeker needs.

Main Purpose of Job

Responsibilities

This position is responsible for supporting the Director of the new Office of Strategic Initiatives (OSI) within the Division of Workforce Development and Adult Learning.

The Deputy Director is responsible for directing programs that have a major impact on the State’s economy and the Department’s mission and overall operations, including Governor Moore’s State Plan goals of :

  • Creating an Equitable, Robust, and Competitive Economy (Priority 3)
  • Leave no one behind by connecting Marylanders to jobs (Priority 4).

The Office of Strategic Initiatives seeks to advance the Department’s highest priority, high-profile initiatives and most critical, innovative programming unique to the agency, including Labor’s sector-based, industry-driven portfolio.

The Deputy Director reports to the Director of the OSI. The Office also serves as a centralized point of connection for State agencies to collaborate on high-priority, cross-cutting systems-change industry initiatives related to workforce development.

The Deputy Director will work alongside the Director providing oversight on the Office’s portfolio of more than $100M of high priority investments, including $8M+ for Employment Advancement Right Now (EARN) Maryland, $23M Maryland Works for Wind, a new $24M program developed in partnership with the Department of Transportation, a new $25M program to support the rebuild of the FSK Bridge, a suite of healthcare programs, and the Governor’s new Talent Innovation Fund, which has an initial $2M investment to support cybersecurity growth in the State.

The Deputy will directly provide oversight on the Office’s work on critical sectors, including healthcare. It is the intent of the Administration to continue to grow the portfolio of this new high-profile Office and the Deputy’s role will evolve to meet the needs of the Office.

POSITION DUTIES

  • Plans, directs, and oversees all aspects of mission-critical, high priority, high visibility programs for the Department;
  • Oversees and manages the personnel and financial resources of the program(s) within the Office, representing roughly $100M million in resources to start, including determining the organizational structure and staffing needs of the Office’s entire suite of initiatives;
  • Develops, implements and manages short and long-range plans for program operations and resources, ensuring alignment with strategic plan of the Division;
  • Establishes overall program goals, standards and controls to meet program objectives and oversees their achievement;
  • Stakeholder Outreach : Acts as Secretary and Assistant Secretary’s representative for key stakeholder engagements involving business leaders, the Governor’s Workforce Development Board, executives from other agencies, leaders from federal, state and local government, education, non-profit organizations, the 16 community colleges, the 13 local workforce boards, and foundations;
  • Establishes overall policies and procedures for the programs within the Office of Strategic Initiatives, overseeing all aspects of implementation, evaluating effectiveness and approving major revisions.

Minimum Qualifications

Education : Bachelor’s degree from an accredited college or university.

Experience : Five (5) years of experience in workforce development and five (5) years of experience managing or directing grant programs.

Desired Or Preferred Qualifications

The selected candidate should possess at least three (3) years of experience implementing or supporting sector-based programming through workforce development.

Special Requirements

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor / DUI) to determine whether any monies are owed to the Labor / DUI as a result of unemployment insurance overpayment / fraud.
