Airport Operations Technician

Work Schedule :
Approximately 20 hours per week. Normal schedule will include weekends / holidays and may require employee to rotate between night and day shift.
Essential Duties :
Under general supervision, performs daily airport safety and security inspections of airport facilities, grounds and properties to ensure regulatory compliance with FAR Part 139, Airport Certification Manual, FAR Part 77, TSR 1542, Airport Security Program, and other federal, state, and local regulations or policies.
Responsible for issuing notice to airmen (NOTAMs), maintaining logs and records in accordance with regulatory requirements, writing incident / accident reports, and interacting with tenants and customers on a regular basis.
This position may act as the Airport Wildlife Mitigation Officer and be responsible for logging, tracking, and responding to all wildlife sightings and reports received by Airport Staff and / or ATCT, as well as preparing regular reports and documentation of recorded data to Airport Management.
Acts as a representative of the Airport on behalf of the City of Prescott and Airport Management. Incumbent reports and responds to incidents and accidents occurring on or near the airport according to existing policies and procedures.
Under general supervision performs general grounds maintenance including :
- Planting, mowing, raking, trimming, grading, FOD control, snow removal, and janitorial duties
- Maintains all areas to present a clean safe environment
- Uses and maintains small hand and power tools such as rakes, shovels, trimmers, edgers, chain saws, mowers, and compressors
- Performs minor or assists with major repairs, installations, inspections or adjustments of equipment
- Maintain service records and parts inventory
- Uses large tractors, snow plows, backhoes, dump trucks, and sweeper vehicle
- Maintains and stores equipment in good working order
- Opens and closes buildings and arms and disarms security systems
- Performs other duties as assigned
Qualifications :
Education and Experience :
Bachelor Degree in Aviation Management, Airport Management, or related field preferred; or equivalent combination of education and / or work experience.
Must possess current / valid Arizona Driver's License.
Selected candidate must be able to pass TSA-mandated 10-year security background investigation, pre-employment drug test, fingerprint background check, and driver record check.
- Must be able to obtain airfield driving and escort privileges
- Must have ability to work shifts including, but not limited to, mornings, nights, weekends, and / or holidays, on-call, and be able to respond to a variety of airfield problems and situations
- Must have ability to work independently with support supervision
Knowledge, Skills, and Abilities :
- Knowledge of 14 CFR Part 139 regulations, limitations, practices, and procedures for inspections, operations, maintenance, and construction on and around Airport property
- Knowledge of Federal, State, and City rules, regulations, policies, procedures, codes, and ordinances related to security of certificated airports
- Knowledge of a variety of building and facility maintenance procedures and techniques; common hand and power tools; occupational hazards and safety precautions associated with facility maintenance and airport operations;
State, Federal, and local rules, regulations, policies and procedures
- Knowledge of machinery, equipment and common hand and power tools necessary for maintaining public areas
- Knowledge of diagnostics, repair and basic preventive maintenance on assigned equipment
- Skill in following oral and written instructions and writing documents / briefings efficiently
- Skill in working independently and making sound decisions
- Skill in operating and working around moving equipment and following safety practices and recognizing hazards
- Skill in utilizing public relations techniques in responding to inquiries and complaints
Physical Demands and Working Conditions :
- Sufficient to effectively and safely perform required duties and to safely operate required equipment and City vehicle as needed
- Must be able to lift 100 pounds occasionally with assistance, 50 pounds regularly without assistance, and push, pull, twist reach and bend
- Sufficient to clearly, concisely and effectively communicate in person and over the telephone and aviation radios in English
