Tuvli, an Akima company, is hiring for a Grants / Contract Specialist to support our DoS client located in Washington, DC.

The Grants Management Specialist position supports the Office of South Sudan and Sudan in the African

Affairs Bureau at the Department of State. The Grants Management Specialist will support AF / SSS

Programs Division and will work with Program Officers and Grants Officers to facilitate effective and timely management of federal assistance awards.

The Grants Management Specialist will support the complete lifecycle of grants, from pre-award preparation through implementation and close-out.

The AF / SSS Programs Division is responsible for the full range of grant functions, including reviewing proposals, negotiating, administering, and closing grants, cooperative agreements, and inter-agency agreements in accordance with applicable statutes and regulations.

The Grants Management Specialist position performs general grants / cooperative agreement management and administration duties for AF / SSS grants, cooperative agreements, and Interagency Agreements.

Responsibilities

  • Support the management of federal assistance awards.
  • Support the complete lifecycle of grants, from pre-award preparation through implementation and close-out.
  • Accurately prepare Notices of Award packages in accordance with the intent of the project.
  • Independently perform thorough cost-analysis of grant budgets to ensure compliance with applicable laws, policies, and regulations.
  • Monitors grantees’ continuing operations to ensure compliance with the provisions of awards.
  • Works with Grants Officers to review project budgets, prepare award documents, and maintain award files.
  • Assists grantees and staff in the use of on-line project management and reporting databases.
  • Provides support for monitoring and evaluation of funded projects, including financial monitoring site visits of grantee organizations.
  • Use knowledge of grants management policies and procedures to aid, consultation, and training to grantees.
  • Writes correspondence, memoranda, or other documents relevant to program activities.
  • Serves as a technical expert in grants and / or cooperative agreement management processes, providing advice and guidance to resolve, implement, or manage issues that involve major areas of uncertainty in approach or methodology.
  • Prepares summary statements for management's decisions. For example, plans, designs, and conducts analyses of agency grants- and / or cooperative agreement-related procedures and internal controls to develop guidelines for grant processes where there are no precedents on sources to collect viable data.
  • Acts as primary liaison with critical persons and groups both inside and outside of the agency. Supports and directs all levels of internal communication initiatives for a major agency organization such as a center or region.
  • Ensures that an internal communication system exists across all organizational levels. Provides information and communications services, coordinating liaison activities in support of the program.

Provides internal communications strategies and updates as appropriate.

  • Review and evaluate the adequacy of grants policies and procedures.
  • Coordinate work related to grants development and awarding.
  • Provide technical assistance to grantees and relevant groups on matters pertaining to program implementation.
  • Provide support to AF / SSS on financial oversight and management of DOS contracts. Review invoices, handle funding requisitions, and assist with contract financial and property management oversight duties.
  • Develop and maintain program budgets, work breakdown structures, and cost-related spreadsheets.
  • Review, monitor and track contractor costs.
  • Provide contract close-out support.
  • Evaluate cost proposals.
  • Attend meetings regarding contracts as required.
  • Assist in the preparation of Statements of Work (SOWs), as needed.
  • Identify unexpended obligations and work with vendors to obtain final cost information and funding requirements. Determine available funding for de-obligation.

Qualifications

A bachelor’s degree with a minimum of 2 years’ experience in a related field, ideally in an administration environment performing duties similar to the above.

Five years of directly related experience may be substituted for the degree.

  • Experience showing progressive increases in responsibility, the ability to develop and complete projects with minimal supervision and will have demonstrated skills in working effectively with faculty, staff, and external agencies.
  • Experience reading and interpreting funding opportunity announcements or similar and demonstrated knowledge of pre-award grant submission process is highly preferred.
  • Knowledge of DOS application requirements and policy regulations and a familiarity with web-based submission software (e.

g., ILMS / Ariba / SAMS / CCR / Grants.gov / / SAMS Domestic) preferred.

  • Background supporting federal grants from the Pre-Award Phase through the Post-Award Phase
  • Experience analyzing, designing, and providing implementation support for awarding and administering grants, cooperative agreements, and other instruments
  • Prior federal government experience and knowledge
  • Ability to analyze and review grant application proposals for technical adequacy and compliance with applicable laws, regulations, and policies.
  • Active Secret Clearance.

Pay Range

112,000 - 117,000
