General Description

The Creative Media Designer works within the Texas Space Commission (Commission), and reports to the Communications Director.

Duties include performing advanced and / or supervisory (senior-level) graphic and multimedia design and production work in a fast-paced and professional environment involving the concepting, illustration, and production of logos, graphics, data visuals, and interactive media materials in support of Commission Board or Consortium Executive Committee initiatives.

Work involves using computer software to produce visual assets for print, social media, and web and will also involve creation of communications strategies across various media platforms.

Responsible for the development of an agency brand and style guide, promotional and informational materials, marketing materials for projects, compiling and disseminating project materials, and acting as a liaison with Information Services to ensure brand compliance and accessibility for all communications products.

Maintaining strict confidentiality and working within tight deadlines are required. May be tasked to supervise the work of others, when appropriate.

Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Duties

  • Designs and produces graphics and interactive media materials using Adobe Creative Cloud software as part of a comprehensive communications effort.
  • Product designs may include one-pagers, newsletters, brochures, social media graphics, presentations, maps, infographics, report covers, exhibit display banners, and more.
  • Responsible for developing and implementing an agency brand book and style guide and ensuring all agency assets are brand compliant and meet standards.
  • Consults with Commission staff and provides technical advice on graphics and / or multimedia designs.
  • Maintains all design software and programs, design system components, and equipment.
  • Advises staff on the best creative mediums to be used for specific projects.
  • Maintains archive of electronic production files, artwork, and images.
  • Presents mockups, proofs, and samples for approval and formally presents final products to Commission staff.
  • Troubleshoots applicable system hardware and software problems.
  • Coordinates printing needs to ensure quality and cost-effective printing.
  • Coordinate graphic and / or multimedia design needs with agency staff and provide technical advice on graphics and / or multimedia designs.
  • Review and approve production proofs.
  • Research, plan, and prepare operating and production guidelines, procedures, and reports for others to adopt and follow.
  • Make presentations to staff or the public on the development of agency creative interactive media materials.
  • Serve as a liaison with contractors, printers, and suppliers on media projects and the procurement of materials and supplies.
  • Help analyze content for accessibility, recommend changes to make content accessible, and remediate accessibility issues.
  • Advise agency staff regarding creative multimedia design trends and needs.
  • R eview and approve final creative media production in consultation with Communications Director.
  • Maintains all design equipment including hardware and software necessary to perform assigned tasks and collaborates with the Commission’s Information Systems staff in support of all communications activities.
  • Maintains regular work schedule in the office.
  • Performs all other related duties as assigned.

Minimum Qualifications

  • Graduation from an accredited four-year college or university with a degree in communication design, fine arts, graphic design, visual arts, advertising, communications, business administration, government, or a related field; and
  • Five (5) years of experience in communications design, graphic design, public information, or media relations work.
  • A copy or link to applicant’s portfolio is required upon applying for this position.

Note : Experience and education may be substituted for one another on a year-for-year basis.

Preferred Qualifications

  • Seven (7) or more years of graphic design experience using Adobe InDesign, Illustrator, Photoshop, Acrobat etc.
  • Experience with animation, character illustration, infographics that simply communicate complex ideas.
  • Experience with After Effects, Adobe Express, Figma, Canto and all Microsoft 365 products.
  • Excellent written and verbal communication skills.
  • Experience with data visualization software such as Microsoft BI and Tableau.
  • Previous experience working at a creative agency or marketing agency.

Knowledge, Skills, and Abilities Requirements

  • Knowledge of graphic and multimedia design.
  • Knowledge of non-computer-based and media graphics production methods, techniques, and equipment.
  • Knowledge of animation and character illustration.
  • Knowledge of design principles.
  • Knowledge of printing processes.
  • Knowledge of publishing industry standards and operations.
  • Skill in the use of personal computers and software applications.
  • Skill in graphic design software.
  • Skill in creating and editing files to meet accessibility requirements.
  • Skill in multimedia packages.
  • Ability to research and prepare information.
  • Ability to plan the preparation of graphic design and multimedia design projects.
  • Ability to design and produce graphics and interactive media materials.
  • Ability to work with the Communications team lead to execute the team’s vision and design.
  • Ability to communicate effectively.

Registration, Certification or Licensure

Valid Texas Driver’s License or be willing to obtain a valid Texas Driver’s License within 90 days if moving from another state.

Physical Requirements and / or Working Conditions

This classification functions in a standard office environment. Ability to move up to 20 Ibs. Ability to drive and travel as needed.

Will need to move about the office to access file cabinets, office machinery, set up conference rooms for meetings, etc.

Must be able to communicate and exchange accurate information via phone, computer and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic and media formats.

Must be able to work hours during a legislative session that include holidays and as needed.
