The project :

This is an opportunity to work with Mace North America, to join a transformative $16 billion infrastructure initiative with the Gateway Development Commission, working on the Hudson Tunnel Project connecting New York and New Jersey.

This ambitious undertaking aims to revolutionize rail transportation in the Northeast Corridor, the busiest passenger rail line in the United States.

The project will construct a new rail tunnel under the Hudson River and rehabilitate the existing one, enhancing regional mobility and economic growth.

You’ll be responsible for :

Strategic Leadership :

  • Develop and implement the overall program controls strategy for the $16 billion Hudson Tunnel Project
  • Provide executive-level guidance on project controls to ensure alignment with organizational goals and stakeholder expectations

Financial Stewardship :

  • Oversee the financial health of the project, including budget development, cost control strategies, and long-term financial planning
  • Make critical decisions on resource allocation and financial risk management

Schedule Governance :

  • Direct the establishment of project scheduling frameworks and policies
  • Lead high-level schedule reviews and make strategic decisions to maintain project timelines

Risk and Opportunity Management :

  • Shape the project's risk management approach and culture
  • Guide senior management on risk-related decision-making and opportunity exploitation

Stakeholder Engagement :

  • Serve as the primary executive liaison for program controls with government agencies, senior contractors, and internal leadership
  • Present project status and performance to board members, government officials, and other high-level stakeholders

Compliance and Governance Leadership :

  • Ensure the project's adherence to federal and state regulations at a strategic level
  • Establish and oversee governance structures for maintaining project integrity and transparency

Organizational Development :

  • Build and lead a high-performing program controls team
  • Drive a culture of excellence, innovation, and continuous improvement within the organization

Systems and Technology Strategy :

  • Direct the strategic implementation of program control systems and technologies
  • Make executive decisions on major system investments and integrations

Performance Management :

  • Establish key performance indicators (KPIs) and metrics for overall program success
  • Lead the implementation of Earned Value Management (EVM) at a program level

Contract Strategy :

  • Provide strategic input on contract structures and terms related to program controls
  • Oversee high-level contractor performance evaluation and major claim resolutions

You’ll need to have :

  • Bachelor's degree in related field
  • Proven track record in managing controls for multi-billion dollar programs
  • Experience in stakeholder management, including coordination with transit agencies (such as Amtrak, NJ TRANSIT, PANYNJ) and local / state / federal authorities
  • Strong understanding of earned value management principles and their application in federally funded projects
  • In-depth knowledge of FTA and FRA guidelines, procedures, and reporting requirements
  • Excellent analytical, problem-solving, communication, and leadership skills, with the ability to interface with multiple stakeholders including federal agencies
  • PMP certification required; additional relevant certifications (e.g., PMI-SP, EVP) highly desirable
  • Demonstrated expertise in risk management and mitigation strategies for complex, multi-year projects
  • Proficiency in financial modeling and forecasting for long-term infrastructure projects
  • Experience in alternative delivery models including design-build, public-private partnership (P3), and other collaborative contracts (e.g., FIDIC, NEC)
  • Proven ability to manage and coordinate with multiple prime contractors and subcontractors
  • Demonstrated ability to adapt to changing project requirements and navigate complex political landscapes
  • Knowledge of sustainable construction practices and their integration into large-scale infrastructure projects
  • Strong understanding of the Northeast Corridor's rail system and its strategic importance to the region's transportation network
  • Expert knowledge of project control software (e.g., Primavera P6, Microsoft Project) and proficiency in integrated project management systems
