Position Responsibilities :
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Assists the Executive Director in all aspects of his responsibilities, including purchasing, human resources, and other administrative support functions as required.
- Represents the Executive Director in meetings and other functions.
- Provides legal advice and guidance to the Executive Director and the Commission. Appear before the Commission to prosecute administrative actions.
May be required to represent the Commission in State or Federal Court.
- Perform legal research as needed.
- Prepare, submit and present legal documents to educational institutions and / or government institutions at the Federal, State, County or City level.
- Drafts policies, procedures, statutes and regulations as required by the Executive Director and Commission.
- Develops and presents legislative testimony.
- Position serves as a liaison with law enforcement and other criminal justice agencies throughout the state, including the law enforcement professional associations.
- Facilitates the agency certification and decertification process for law enforcement officers.
- Supports of all activities associated with the Commission, including staffing for all Commission and committee meetings, meeting schedules, determining locations, development of agenda, meeting materials and minutes.
- Provides training to law enforcement officers throughout the state regarding the law, regulations, and policies governing the Commission.
- Successfully complete all training assigned by the Executive Director.
- Directs assigned staff. Responsibilities include appointing and training employees; planning, assigning and directing of work;
appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Possess and maintain a personal and work history that is consistent with the mission and objectives of a Law Enforcement Agency that provides oversight for standards of conduct of police officers for the State.
A successful background check is required.
- This position is critical to the operation of the agency and has an essential function of extremely reliable attendance at the designated agency work site.
- Position requires keyboarding skills and document completion by employee.
- All other duties assigned by the Executive Director.
REQUIRED QUALIFICATIONS :
- JD degree and current license to practice law in the State of Kansas.
- Three years of experience providing substantial legal advice to city, county or state governmental agencies, including experience in administrative law, employment law, open records / meetings law, fiscal law, and / or civil or criminal litigation.
- Three years of experience in office computer software applications.
- Excellent written communications skills as demonstrated in the cover letter, resume and application.
- Required to have and retain a valid and current Kansas driver’s license.
- Physical ability to do to the essential functions of the job, including sitting at a computer typing for long hours; handling the stress of litigation, public speaking, and high work demands;
lifting large and heavy case files; driving long distances and traveling by plane; and other physical and emotional demands normally placed on attorneys.
