Lawrence Berkeley National Lab’s (LBNL) Office of the Chief Financial Officer Division has an opening for a Financial Analyst to join the Budget Office team.

In this exciting role, you will be responsible for a wide range of complex analytical, modeling and reporting functions. The primary purpose of this position is to develop, produce and analyze various financial information and provide summarized, consolidated decision support to assure Laboratory objectives are met.

Activities will include budget formulation and tracking, indirect rate forecasting, financial reporting, financial systems administration, cost allowability determinations, cost accounting change proposals, and ad-hoc studies and analysis.

The position requires independence while also working in a team environment. While most functions will be routine, some activities related to non-standard analysis require creative solutions in a quick turnaround.

Activities require an innovative, non-standard analytical approach with a quick turnaround time. The Financial Analyst broadly applies principles, theories, and concepts to independently solve a wide range of difficult problems in imaginative and practical ways.

Responsibilities :

  • Business analysis, process management, reporting and troubleshooting in support of a broad range of financial requirements.
  • Partnering with stakeholders (Divisions, DOE, BSG, etc.) to prevent and resolve complex issues.
  • Research, interpretation and implementation of DOE financial policies / procedures on a regular and ad-hoc basis including development and presentation of guidance to Divisional Analysts and Laboratory management.
  • Support of various long term and / or ad hoc process improvement initiatives, ensuring collaboration with stakeholders and customers.
  • Synthesize and consolidate financial information to help inform decision making.
  • Participate in cross-functional oversight / training of employees to ensure Lab, Department and Unit objectives are in alignment and achieved.

What You Will Do :

  • Rate forecasting and management including the development of effective rate models.
  • Development of financial recommendations and presentations.
  • Participate in review and development of cost accounting change proposals and disclosure statement updates that meet the requirements of Cost Accounting Standards and the Federal Acquisition Regulations.
  • Understanding, interpretation and application of knowledge of Laboratory, DOE, Sponsor policies and State and Federal regulations to resolve operational questions and issues and make recommendations to the Indirect Budget Manager.
  • Maintenance of Laboratory databases and financial systems to assure data integrity and reporting consistency.
  • Preparation of standard monthly, quarterly, annual reports for internal customers, as well as UC and DOE stakeholders on a timely basis.
  • Perform all necessary analysis and follow-up on budget and rate management issues, working with staff in other OCFO departments to support correction of accounting and allocation procedures.
  • Various minor ad hoc analysis and reporting requests, support of year-end processes, backup role for other Budget Office staff as needed, support procedure documentation and policy development.
  • Active participation in various departmental meetings and contributing as an effective team member to support a variety of departmental and operational initiatives and other general Budget Office activities as required.
  • Under limited direction, work on special projects ranging from long-range forecasts to data mining historical trends.
  • Research, interpretation and recommendations on the impacts of changing requirements or policies.
  • Serving on cross-functional teams to solve complex financial operational problems, or design process and system improvements in alignment with appropriate regulatory requirements.

What is Required :

  • Bachelor’s degree in Business or Economics or equivalent experience, and minimum of 4 years of progressive financial analysis experience in a multidivisional organization.
  • With limited direction, ability to perform complex financial analysis in an accurate and timely manner.
  • Proven ability to independently analyze and solve problems, formulate new processes and procedures and perform accurate and timely budget analysis and reporting at the institutional level.
  • Strong capabilities for synthesizing data with insights and actionable recommendations to senior management.
  • Ability to interpret and communicate complicated budget and project issues to non-financial staff.
  • Demonstrated experience in handling difficult situations and conflicting priorities.
  • Ability to exercise excellent judgment, initiative and strategic thinking to address difficult problems.
  • Demonstrated judgment in problem resolution, preparing, and delivering complex financial messaging to senior management and non-financial managers.
  • Experienced in creating effective reports, recommendations and presentations including ability to produce executive summaries.
  • Ability to communicate effectively and interact with a broad range of customers and stakeholders at different levels; Demonstrated skills to develop organization-level and other high-impact communications and presentations.
  • Possess organizational skills and the ability to multitask.
  • Clear and concise written and verbal communication skills.
  • Significant experience with Microsoft applications and substantial knowledge and use of Excel, spreadsheets and financial data bases.
  • Experience working with scientific staff, technical staff, and with people from diverse geographic backgrounds.
  • Demonstrated ability to develop and maintain effective relationships with all constituents including senior internal and external stakeholders and customers.
  • Proven organization and multitasking skills, and ability to work in a fast-paced environment to independently establish priorities and perform multiple projects simultaneously.
  • Demonstrated initiative and ability to plan, anticipate and identify needs, assess and resolve complex problems, develop and coordinate plans to accomplish objectives.
  • Proven problem-solving skills and analytical ability to recommend and implement solutions to complex problems.
  • Advanced verbal and written communication skills to clearly and effectively communicate with divisional leaders, managers, staff, and other stakeholders.
  • Flexibility to perform other duties as assigned / needed.

Desired Qualifications :

  • MBA, MPA or CPA.
  • Knowledge of University of California business environment. An understanding of LBNL, Divisional, and DOE financial policies and procedures.
  • Knowledge of PeopleSoft financial applications.
  • Experience with accounting principles including GAAP, the Federal Acquisition Regulations and the Cost Accounting Standards, and demonstrated experience applying those theories and concepts to data analysis and decision support.
  • Working knowledge of Peoplesoft financial applications is a plus.

Notes :

  • This is a full-time, career appointment, exempt (monthly paid) from overtime pay.
  • Salary for this position will be commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, and certifications, and also aligned with the internal peer group.

The budgeted annual salary range is $107,525 - $125,446.
