Position Overview
The Senior Analyst for the Mayor’s Office of Employment Development transcends traditional research boundaries, seamlessly intertwining both quantitative and qualitative methodologies.
This adept professional not only delves into the intricacies of workforce development research but also discerns underlying issues within data infrastructure, offering insightful recommendations for effective resolutions.
In addition to this pivotal role, the Senior Analyst serves as a linchpin in the orchestration of analytic support for grant proposals originating from both public and private sources.
Position reports to the Senior Policy and Program Analyst and is part-time remote; 3 days in office in downtown Baltimore City and 2 days at home.
Essential Functions / Duties And Responsibilities
- On-Demand Data Querying and Interpretation : Harness publicly available data and internal analyses to influence agency decisions on best practices, budget allocations, and grant development.
- Develop Analytic Systems : Spearhead the creation of sophisticated analytic systems tailored to MOED’s myriad of workforce development programs and grants.
Includes metric identification and strategic determination of optimal infrastructures for efficient data reporting and management.
Support Evidence-Based Decision-Making : Be a subject matter expert on publicly available workforce data (Census, Bureau of Labor Statistics, etc.
best practices for pulling information on-demand (i.e. APIs), and understand workforce statistics and trends.
Oversee Existing Power BI Dashboards / R Scripts : Take charge of maintaining and updating MOED’s analytic infrastructure.
Leverage R, Power BI, and Microsoft Excel expertise to troubleshoot errors and bugs.
- Craft Engaging Visualizations : Leverage Power BI to create visually-compelling dashboards to effectively communicate intricate data findings related to workforce trends and agency impacts.
- Streamline Reporting Systems : Identify key metrics, refine data infrastructure, and establish reporting protocols for MOED’s diverse array of social programming.
Optimize systems for seamless reporting and consolidation of information.
- Contribute to Database Development : Familiarize yourself with proprietary database building software, actively supporting technical development and updating to the system.
- Data Sharing : Share compelling findings with stakeholders and participate in discussions on data collected by the agency.
- Performs other duties as required.
Education And Experience Requirements
REQUIREMENTS : Bachelor’s degree in mathematics, Data Science, Statistics, Computer Science, Economics, Business Analytics, Information Systems, Public Administration or related degrees.
NOTES (EQUIVALENCIES) : Equivalent experience required; Two or more years’ experience in data analysis, computer systems, research, public program management and / or administration of human services, preferably in employment and training programs preferred.
Knowledge, Skills, And Abilities
- R Required : Moderate experience (1+ years professional or academic) with the R Programming language, including comfort with data cleaning, statistical analysis including regressions, and familiarity with API calls.
- Power BI - Required : Moderate experience (1+ years professional or academic) with Microsoft Power BI including comfort with the Power Query M formula language and the DAX formula expressions language.
- Microsoft Excel - Required : Significant experience with Microsoft Excel, including comfort with Power Query integration, array formulas, and VLOOKUP / MATCH functions.
- Data System Development - Required : Experience developing data systems or conforming existing data systems to fit the case management and reporting needs of new programming preferred.
- Public Speaking & Presentation - Required : Ability to present policy recommendations orally and in writing to key stakeholders in education, business, community groups, and government officials.
- SQL - Preferred : Some experience with SQL, including from / select / where statements and subqueries.
- Statistics - Preferred : Experience with statistical techniques, including linear / logistic regression, t-test, and measures of center.
- Public Databases - Preferred : Experience with Census and Bureau of Labor Statistics or other federal / state government databases a bonus.
- Workforce Development - Preferred : Knowledge of the principles and practices of workforce development policy, education and training, industry / occupation classification systems, and labor statistics preferred.
- Public Administration - Preferred : Knowledge of principles and practices of public and business administration, management, budgeting, fiscal controls, and accounting preferred.
- Public Policy - Preferred : Ability to interpret current law and pending legislation impact to workforce development for the region.
- SharePoint / Power Automate - Preferred : Familiar with Microsoft SharePoint and Power Automate.
