Funding Resources Specialist - Little Rock, Arkansas!

Funding Resources Specialist provide staff support at the direction of the Funding Resources Team Leader, and mentor less experienced members of the team.

This level encompasses a range of professionals with typically at least 10 years of grant writing experience, preferably for infrastructure projects and with familiarity of funding / grants from Arkansas regional and state agencies.

Experience with funding water and wastewater projects is preferred. Funding Resources Specialists lead and / or assist with grant application development, often leading full grant application efforts from start to finish with internal and external stakeholders.

The role involves, but is not limited to, research, program tracking, quality assurance / quality control (providing edits), collaboration with multiple agencies, meeting deadlines, and providing strategic guidance for competitive grant applications to Halff's clients, particularly in Arkansas.

This position would be hybrid or fully in-office, depending on preference, and be supervised by staff in a different Halff office.

Travel may be required to various offices in Arkansas and client visits. Level : Work requires little oversight once familiar with process and is collaborative in nature.

Contributes to moderately complex aspects of a project. Funding Resources Specialist Job Responsibilities :

  • Review Notices of Funding Opportunities and agency websites, and quickly provide high-level summary of key information for internal and external audiences.
  • Assist in application and document development as needed. Portions or all of the following may be included : Assist in grant application development including providing a timeline of application development deliverables;
  • writing narrative; developing any required supplemental information and visuals when needed; formatting budgets; coordinating with internal and external stakeholders to gather and synthesize information;

and submitting applications. Provide draft application documents for review with substantial time for quality control by internal team.

Assist clients if funding agency requests follow-up information post-submittal.

  • Collaborate with internal and external professionals across a broad range of technical and engineering practices.
  • Develop and / or maintain relationships with key funding agencies.
  • Assist with and perform Needs Assessment interviews with clients and develop strategy documents matching current and future needs to potential grant and alternative funding opportunities for large municipal projects.
  • Meet with internal and external stakeholders to analyze projects and provide strategic guidance for ushering projects through application development and follow-up phases.
  • Coordinate with Grant Administration Program Manager to identify and share procurement requirements for both grant / funding administration and / or project design / construction post-award.
  • Assist in responses for Requests for Qualifications (RFQs) for combined services that include grant, loan, and funding strategy development.
  • Improve grant and loan application results by evaluating and re-designing processes, approach, coordination, and boilerplate.
  • Accomplish organization goals by accepting ownership for accomplishing new and different requests and exploring opportunities to add value to job accomplishments.

Funding Resources Specialist Required Knowledge / Skills / Abilities :

  • Broad and specific knowledge of relevant grant and loan programs from Federal, State, and Local agencies, water and wastewater grant experience preferred.
  • Technical writing, experienced with development of infrastructure grant applications.
  • Good project management skills, including the ability to plan, organize, and execute projects within scope, time, and budget constraints.
  • Ability to manage tasks and time with flexibility and positive attitude.
  • Good interpersonal and communication skills, enabling effective collaboration with clients, team members, and external stakeholders.
  • Demonstrated experience in successfully managing multiple projects simultaneously and prioritizing tasks effectively.
  • A commitment to maintaining high-quality standards, safety protocols, and ethical practices in all assignments, and owning responsibility for products.

Reviews draft and final deliverables for accuracy, completeness, and consistency.

  • Encourages and is open to receiving input and ideas from other team members.
  • Strong verbal and presentation skills.

Education, Experience, and Licensing Requirements :

10+ years of experience in grant writing preferred, preferably infrastructure grants.

Physical Requirements :

  • Prolonged periods sitting or standing at a desk and working on a computer.
  • Must be able to lift up to 20 pounds.
  • Must be able to travel to various project sites.
  • Must be able to access and navigate job sites and construction areas.
