About the Indiana Arts Commission (IAC) :

The mission of the Indiana Arts Commission is to positively impact the cultural, economic and educational climate of Indiana by providing responsible leadership for and public stewardship of artistic resources for all of our state's citizens and communities.

Role Overview :

The Director of Programs for the Indiana Arts Commission (IAC) ensures that programs and services provide demonstrable public benefit to Indiana’s people and communities and align with the agency’s mission, vision, and strategic impacts.

The Director proactively pursues opportunities for program and delivery improvement and supports Programs staff serving specific statewide constituencies (Artists, Communities, Arts Learning, and Accessibility) and a regional service delivery network in meeting and exceeding program and agency goals.

The Director is responsible for the efficient and purposeful integration of work into that of other departments and for facilitating process improvement principles and skill development in the Programs department.

In partnership with agency leadership and Commissioners, the Incumbent establishes policy, direction, standards and measures for the Programs Department, and is accountable within a defined scope to drive results established by the agency’s Strategic Framework.

The ideal candidate will model innovative and creative thinking and problem-solving, bring a history of effective analysis, visioning, and directing complex initiatives, be highly skilled in programmatic evaluation, data analysis, and information dissemination, and bring a granular level of detail to their work.

The role also calls for candidates to be highly effective in building and leading an effective team, engage actively in Indiana arts and culture, have a passion for statewide public service, and work with a broad and diverse network of stakeholders and constituencies.

Salary Statement :

The salary for this position traditionally starts at $67,314.00 but may be commensurate with education or work experience.

Essential Duties & Responsibilties

Vision and Strategy

  • Establish direction, standards, and measures for external program and service delivery and build out annual and long-term implementation plans.
  • Support Program staff in establishing direction for constituent-serving programs and developing annual and long-term implementation plans.
  • Perform experienced research to acquire and maintain expertise in federal, state, and agency policies and regulations impacting the Programs area and prepare advice and supporting documentation for recommended policies, standards, and procedures changes.
  • Through experienced research and in collaboration with Grants and Operations team, track trends in the statewide arts sector and develop and implement response plans and initiatives.
  • Engage in ongoing consultation with the Grants and Operations team to drive program efficiency and effectiveness.
  • Exhibit innovation in discovering and advancing new approaches and technical insights in the Programs area. This document is used to provide a basic description of essential duties and other work elements.

Management

  • Accountability for defining program structure and creating a unified plan to deliver on the program objectives.
  • Accountability for implementation of simultaneous large, complex programs consisting of multiple components.
  • Provide leadership and direction to cross-functional project and program teams.
  • Document and operate within standard operating procedures and program development, launch, and evaluation processes.
  • Drive for clarity on objectives, priorities, and measures.
  • Accountability for identifying, assessing, mitigating risks and issues, and removing impediments.
  • Proactively address potential issues and solve problems within projects and programs, including ensuring consistent process development, implementation, and contingency plans as required and leading risk management to achieve program deliverables.
  • Ensure consistent application of programmatic, operational, and financial standards, processes, and policies.
  • Collaborate with Grants and Communications teams to share program impacts internally and externally.
  • Budget and monitor expenditures and follow internal controls and agency goals.
  • Collaborate with the appropriate resources, including other departments, agency leadership, and external partners.
  • Build an effective Programs team by setting goals and expectations, communicating updates, and leading by example.

Job Requirements :

  • Degree from an accredited four-year college or university in Arts Administration, Nonprofit Management, Business Management, Public Administration, Education, Development, or a closely allied field.
  • Experience in nonprofit or arts management, business or public administration, program design and evaluation, and program and project management.
  • Experience in process improvement and analytical methodologies.
  • Experience in researching, planning, developing, evaluating, and implementing goal-driven strategies.
  • Creative thinking skills and the ability to offer new ideas and approaches.
  • Demonstrated experience in recognizing artistry in a wide range of people and communities.
  • Demonstrated ability to bring consensus to priorities and timelines with constituent / stakeholder groups.
  • Demonstrated ability to work cooperatively and engage gracefully and respectfully with various constituencies and stakeholders.
  • A commitment to serving the arts sector through an agency of state government.
  • Demonstrated strong emotional intelligence.
  • Demonstrated ability to be a consistent, accessible, and positive manager with the ability to act decisively and set boundaries as necessary.
  • Ability to develop a high level of credibility as an effective and responsive internal mentor and colleague.

Supervisory Responsibilities / Direct Reports :

Supervision Received :

Receives direct oversight from the Executive Director but collaborates closely with every agency department. Works within a framework of general policies and procedures.

Collaborates with other staff to identify and deliver services to support department and agency goals.

Supervision Exercised :

Directly supervises three Program Directors and numerous external contractors, including a network of 11 Regional Arts Partners.
