JobDescription :

TheFederal Client requires services to support the CHCO Deputy CHCOand Human Capital Information Systems (HCIS) Director in achievingefficiently streamlined HR system databases a higher level of dataquality and successful generation of original reports containingdata and narrative analyses.

The candidate will respond to currentor anticipated needs of client managers as well as senior OED andCommission staff to develop analyze and present workforceinformation on a variety ofsubjects.

DutiesandResponsibilities :

DataAnalysis and WorkforceReporting

TheCandidateshall :

  • Respondto current and future HR management needs throughout theorganization.
  • Gatherrequirements for subject processes and develop policies andguidelines to implement system solutions or improvements to complexHRissues.
  • Developdesign test integrate implement and maintain proposed systemimprovements andenhancements.
  • Analyzeconflicting or dirty data to determine the best methodology forperforming subsequent data cleanup of the FTC personnel and payrollsystem.
  • Supportresolution of technical issues experienced by FTC staff when usingHRsystems.
  • Developinterpret and analyze data extracts and reports from HRdatabases.
  • Developefficient and effective approaches for presenting HR reports andgraphics for management including budget FullTime Equivalent (FTE)allocation human capital investment diversity and othermetrics.
  • Integratevarious data repositories to provide enhanced data analyticsleveraging a variety of FTCsystems.
  • SupportFTC s Office of Equal Employment Opportunity and WorkforceInclusion (EEOWI) by providing reporting and analysis ofdemographicdata.

HumanCapital DataAnalysis

TheCandidateshall :

  • Usingextensive understanding of the use of HC data in the management oforganizations the incumbent responds to current or anticipatedneeds of client managers as well as senior OED and Commission staffto develop analyze and present workforce information on a varietyofsubjects.
  • Provideanalysis of the workforce and present series of graphicrepresentations of the total Commission reflecting budget Full TimeEquivalent (FTE) allocation human capital investment diversity andother metrics for briefings to top level Executive or LegislativeBranchstaff.
  • Developan analysis of the potential impact of budget / FTE reductions orincreases or cost of proposed management changes impacting largesegments of the FTCworkforce.
  • Providean assessment of the need for recurring standardized reports foruse by FTC managers involving the use of human resourcedata.
  • Enhancethe automation of systems and reports and support advancedworkforceanalytics.
  • Supportthe Federal Employee Viewpoint Survey lead in the design ofaudience survey requirements and subsequent data analysis ofresults.

HCMODataQuality

TheCandidateshall :

  • Usea variety of software systems and agency sources to evaluate thequality of human resource data maintained by theHCMO.
  • Developautomated reports that compare relationships of data in employeerecords to identify transaction inputerrors.
  • Utilizedata analysis tools to identify errors in HR systems forcorrection.

HumanCapital Database and Application Systems Development orAcquisition

TheCandidateshall :

  • Bethe resource to the HCIS Director for FTC automated human resourcessystems.
  • Provideproposed changes to personnel automated processes proceduresdatabases and software to meet modified or newrequirements.
  • Providerecommendations concerning existing automated systems analyzerequirements and presents analysis and options for obtainingsystems to meet FTCneeds.
  • Gatherand coordinate end user input and interfaces (partnering with theOffice of Chief Information Officer (OCIO) system developers andcontractors.
  • Establishand maintain contacts for information sharing makingrecommendations for courses of action within identifiedoptions.
  • Providestatus reports to the CHCO and OEDManagement.

Requirements

BASICQUALI0FICATIONS

Thecandidate selected to perform the required tasks outlined shallprovide the equivalent of one full time qualified personnel toperform key requirements specified in this statement of work.

Thequalified personnel shall possess the following knowledge and havedemonstratedexperience :

  • Knowledgeof business and management principles involved in resourceallocation human resources modeling leadership techniques andcoordination ofresources.
  • Knowledgeof electronic equipment and computer hardware and softwareincluding data systemapplications.
  • Knowledgeof principles and processes for providing dataanalysis.
  • Comprehensiveunderstanding of the human resources system databases currently inuse at the FTC with knowledge of federal HR regulations andknowledge of the interrelationship in personnel datafiles.
  • Understandthe cultural climate the management style and the mission of theFTC and the capability to make use of a variety of software toautomate recurring reports furnished by the Commission toregulatingagencies.
  • Atleast twelve (12) months experience in federal sector dataanalysis.
  • Abilityto produce timely submissions with a ready understanding of FTCsystems shall ensure greater and quicker success in achieving morestreamlined and efficient HC system data quality controlmeasures.
  • Candidateshallhave :
  • Bachelors degree from an accredited university or college in either an ITfield Mathematics Economics orStatistics;
  • Five(5) years work experience as a data analyst or in relatedfield;
  • Five(5) years work experience handling large data sets and relationaldatabases;
  • Five(5) years work experience constructing queries report writing andpresentingfindings.

Basic Qualifications : Minimum knowledge, skills, abilities needed.Bachelor s Degree and 7 years of work experience, Master s Degreeand 5 years of work experience, or 11 years of relevant experiencein lieu of a degree.

Must possess the F5 Certified TechnologySpecialist or Solutions Expert Level Certification. Seasonedindustry professional with 3 -5 years of hands-on server loadbalancing experience in medium to large enterprise networks.

4 yearof experience with network connectivity for physical andvirtualized servers. 4 year of Experience installing andconfiguring network equipment such as routers, switches, firewalls,etc.

4 year of experience with the communication network usingTCP / IP protocol. Demonstrate strong oral and written communicationskills, with the ability to communicate technical topics tomanagement and non-technical audiences, as well as interface withthe customer on a daily basis.

Must be able to obtain a Position ofTrust designation Preferred Qualifications : Candidates with theseskills will be given preferential consideration.

Passed VMWare DataCenter Virtualization or End User Computing examination PassedCisco CCNP Certification Prior hands on experience with Cisconetworks Knowledge of networking protocols such Domain Name Server(DNS), Simple Network Management Protocol (SNMP) Knowledge of IProuting protocols and implementations
