ABOUT THE POSITION The County of Riverside's Auditor-Controller's Office, County Payroll unit is recruiting for an Accountant I / II located in Riverside.

This position allows telecommuting options.

However, options telecommuting options will be determined based on business needs and not guaranteed. ALL APPLICANTS MUST UPLOAD A COPY OF THEIR TRANSCRIPTS AS PROOF OF ACCOUNTING SPECIALIZATION COMPLETED AT AN ACCREDITED COLLEGE OR UNIVERSITY.

The Accountant I / II will be responsible for County-wide payroll processing including the reconciliation of the CalPERS Fund and other Payroll Funds.

  • The incumbent will support all or in part, monthly reviewing of the calculation of employee overpayments, maintaining County-wide vehicle logs and vehicle taxation, reviewing on-line warrants, reviewing Short Term Disability calculations, reviewing FLSA and Military pay calculations;
  • and various other payroll calculations for correctness. Additional duties will include special projects, audit requests and variance analysis;
  • act as a Lead on special assignments; work extensively in Peoplesoft HRMS and Financials; Research guidelines and procedures to implement proper Payroll policies and procedures;

prepare documents using Word and Excel; draft and review desk procedures; review new / revised payroll laws and implement required change(s).

Competitive candidates will possess :

  • Basic knowledge and specific experience working with the PeopleSoft Human Resource Management System module - HRMS (data entry and inquiry processes).
  • Experience with PeopleSoft Financials.
  • Experience with California Public Retirement System (CalPERS), Sales and Use Tax, and vehicle taxation.
  • Knowledge of payroll rules, regulations, laws, union contracts, employer pension contributions (CalPERS) reporting, FLSA, payroll and vehicle taxation, and payroll accounting.
  • Working experience with government fund reconciliation and knowledge of county financial documents (cash receipts, vouchers, journal entries).
  • Lead experience of an accounting payroll team. Candidates with a Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC) issued by American Payroll Association and a completed Bachelor's degree majoring in Accounting are highly encouraged to apply.

The Auditor-Controller is the chief accounting and disbursement officer of the County.

  • Analyze the classification and distribution of income and expenditures to proper accounts.
  • Develop complex rate or cost models.
  • Track, report, and reimburse routine federal or state grants. MINIMUM QUALIFICATIONS
  • Accountant I
  • $62,496.96 - $86,707.60 Annually) OPTION I Education : Graduation from an accredited college or university with a bachelor's degree in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.

OPTION II Certification : Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.

OPTION III Education : Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.

Experience : One year equivalent to the County of Riverside Accountant Trainee classification. OPTION IV Education : Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting, or another field of that study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.

Experience : Three years of paraprofessional accounting experience equivalent to the County of Riverside Accounting Technician classification series.

Accountant II ($65,934.29 - $91,476.52 Annually) OPTION IEducation : Graduation from an accredited college or university with a bachelor's degree in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.

One year of experience as a professional accountant with the County of Riverside may substitute for the 18 semester or 27 quarter units of specialized coursework.

Experience : One year of professional level accounting experience equivalent to a County of Riverside Accountant I classification.

OPTION IICertificate : Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.

Experience : One year of professional level accounting experience equivalent to a County of Riverside Accountant I classification.

  • ALL OPTIONSKnowledge of : Accounting principles and practices; principles and procedures of governmental accounting; general business law and budgeting methods;
  • principles of good office management and effective supervision; computerized data processing. Ability to : Analyze data and draw logical conclusions;
  • maintain records and prepare accounting, statistical, and narrative reports; supervise the work of others; establish and maintain effective working relationships;

See the list here . MISCELLANEOUS RETIREMENT : County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

Tier I (Classic Member - Formula 3% @ 60) : Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08 / 24 / 2012 and did not withdraw CalPERS contributions.

The employee contribution is eight (8%) percent.

Tier II (Classic Member - Formula 2% @ 60) : Applicable to local miscellaneous employees 1) hired after 08 / 23 / 2012 through 12 / 31 / 2012;

2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside.

The employee contribution is seven (7%) percent.

Tier III (PEPRA New Member - Formula 2% @ 62) : Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.

Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024. A new member is defined as any of the following : A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.

A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.

A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members". Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

VACATION ACCRUAL (Bi-Weekly Accrual) : 0< 3 year 80 Hours (10 Days) 4< 9 years 120 Hours (15 Days) 10 or more years 160 Hours (20 Days) Maximum Vacation leave accumulation is 480 hours.

SICK LEAVE : Four (4) hours Sick Leave accrual per pay period with unlimited accrual. HOLIDAYS : Normally 12 paid holidays per year.

BEREAVEMENT LEAVE : Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

BASIC LIFE INSURANCE : Equal to one times annual base salary not to exceed $50,000 of term life coverage.

Premiums are paid by the County.

Additional Supplemental Life plan is available for employee purchase. DISABILITY : Short-term Disability benefit pays up to a maximum of $461.

54 weekly, payable up to a maximum of 52 weeks. POST RETIREMENT MEDICAL CONTRIBUTION : A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.

OTHER : There may be other benefit provisions as specified in the applicable Memorandum of Understanding.
