The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports.

ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment.

In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

ACS’ Division of Child and Family Well-being (CFWB) designs and executes strategies to support caregivers, children, and communities, so they can thrive and enjoy self-determination.

A critical piece of CFWB’s portfolio is the operation of the City’s subsidized childcare voucher system one of the largest childcare assistance programs in the country.

ACS providers vouchers to tens of thousands of low-income and child welfare-involved families, allowing parents and caregivers to access affordable childcare at the provider of their choice while they pursue work, education, or training.

  • The Office of Community Engagement & Partnerships (OCEP), within ACS’ Division of Child and Family Well-Being (CFWB), works collaboratively with community residents, leaders, faith institutions, fatherhood providers and other stakeholders to 1) Promote goodwill and help deepen the community’s awareness of ACS’ programs, services and campaigns;
  • 2) Connect the general public and vulnerable children and families to an array of community supports offered by ACS’ contract agencies;
  • 3) Organize and convene the community through ACS’ 11 Community Partnership Programs and 3 Family Enrichment Center (FEC) networks;

and 4) Build new partnerships that help to support equity and family safety, stability, and well-being.

OCEP builds social capital through its externally facing strategies by 1) deepening the community’s awareness of ACS’ programs and services;

2) supporting ACS-funded coalitions and planning bodies; and 3) building local and citywide partnerships, with a focus on promoting primary prevention and child and family well-being strategies.

ACS, through OCEP, has established a presence in key City communities, with the leadership of the outgoing employee who successfully developed strong partnerships with a range of community groups and organizations.

Job Duties

Primary Responsibilities of the FEC Manager Include :

  • Oversee FEC contract deliverables and provide regular assessments to ensure successful outcomes and model fidelity
  • Document best practices and convene learning exchanges with FEC communities, ability to embody and support the values of inclusion, community organization and engagement
  • Seek opportunities to expand the program’s reach by conducting presentations; liaise with communities along with peers and leadership team
  • Prepare written and verbal reports including bi-weekly updates, accomplishment reports, data and program summary and other administrative details
  • Support program implementation by conducting site visits and performance assessments with the addition of invoices and budget modifications approvals
  • Knowledge of New York City’s PassPort procurement system
  • Provide technical assistance and strategic planning support, assist with development of FEC Advisory Board
  • Ability to transfer knowledge of the Family Protective Factors Framework, Appreciative Inquiry, Participatory design, e.

g. co-design community settings

  • Conduct field visits (in-person or virtual) on a regular basis and be eager to meaningfully engage with and build cross-systems connections in communities over-represented within the child welfare system
  • Foster strategic, cross-functional collaborations with peers within OCEP and across the agency

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have :

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and / or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above.

Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
