POSITION CONCEPT
The Mgr Regulatory Rates manages the overall process of developing and supporting the utility’s cost recovery clauses. Primary functions are performing clause rate design and analyses, preparing rate case and clause proceeding documents including MFRs, organizing and preparing testimony and supporting schedules, and shaping regulatory strategy.
Conducting special projects and studies, resolving tariff application conflicts, preparing responses to discovery requests, assisting in the formulation, interpretation, and communication of regulatory policies particularly regarding clause rate design, clause cost recovery and service rule matters, and providing specific expertise for multi-disciplined efforts addressing various company issues.
Functions in a leadership role as the subject matter expert on clause cost recovery, rates and tariff matters for the company and these duties must be performed with functional autonomy.
PRIMARY DUTIES AND RESPONSIBILITIES
1. Manages Clause Cost Recovery, Rate and Tariff Interpretation (40%)
Manages cost recovery clause filings that support established regulatory rules and policies. Participates in witness preparation sessions and serves as a clause cost recovery subject matter expert within the company.
Provides responses to requests for cost recovery policies, rate information, billing histories and rate projections from inside and outside the company.
Manages tariff inquiries from both inside and outside the company regarding proper rate, service and other rules and requirements.
Serves as subject matter clause rate expert within the company.
2. Regulatory Issues and Rate Proceedings (30%)
Conducts cost recovery, rate design planning and trial rate / revenue studies leading to proposed tariff or petition preparation and support.
Manages preparation of filing documents including clause cost recovery and MFR's for regulatory proceedings.
Participates in regulatory issue resolution activities, including representation of the company as the clause recovery witness at regulatory proceedings, negotiation sessions and industry meetings.
Prepares interrogatory responses and other requests for information, testimony and exhibits, and other documents related to regulatory matters.
3. Other Duties (30%)
Develops and implements improvements in software systems utilized in rate design, price change preparation and planning for future costs and rates.
Participates in workshops, hearings, or agenda conferences.
Researches regulatory precedents related to current issues and concerns.
Provides regulatory perspective and analysis at meetings and as departmental clause recovery expert on inter-departmental teams.
Assists other team members within Regulatory Affairs as required with projects that require additional resources.
SUPERVISION
Direct Supervision : Exempt employee(s)
Indirect Supervision : Direct and indirect supervisory responsibilities over other employees and external consultants may be required on special projects, such as preparation of clause rates and analysis, witness preparation, rate case preparation, intra and interdepartmental task forces and other technical and tactical analyses.
RELATIONSHIPS
Key Internal : Frequent contact with officers of TECO Energy and its subsidiary companies. Position requires frequent interaction with Customer Care and Fuels Management, Electric Delivery and Energy Supply at Tampa Electric and Peoples Gas.
Coordinate with inter- and intra-departmental personnel.
Key External : Interaction with FPSC and FERC staff, company’s legal counsel, consultants, interveners in docketed matters.
QUALIFICATIONS
Education
Required : Bachelor’s Degree in related field.
Experience
Required : 6 years of experience directly preparing rate designs and filing of new tariffs, extensive PC experience and spreadsheet analysis.
Knowledge / Skills / Abilities (KSA)
Required : Understanding and application of tariffs. Must be proficient in MS Excel, Word, Power Point and other PC based software as required.
