The Department of Maintenance in Facilities Management at West Virginia University is currently accepting applications for a Maintenance Support Manager.

About the Opportunity

Under the general direction of the Assistant Director, supervises and schedules personnel and programs designed to control preventive and planned maintenance, Key Shop and 24 / 7 / 365 Emergency Maintenance shift coverage.

Maintains a comprehensive key and lock program that ensures a safe and secure learning environment throughout WVU facilities which includes Academic, Administrative, Residential, Dining and Research areas.

Acts as Facilities Management Maintenance liaison with the WVU community. Develop, implement, and supervises the after-hours Manager Physical Plant I, Facilities Management Preventive Maintenance program and Emergency Maintenance after hours staffing.

Works closely with user groups and security personnel to ensure that locking devices are applicable to user needs while maintaining proper levels of security and code applications.

What You'll Do

Core work schedule will be Monday through Friday 7 : 00 AM to 3 : 00 PM with additional evening, weekend and holiday work based on operational necessity.

Position will also work 3 : 00 PM to 11 : 00 PM and 11 : 00 PM to 7 : 00 AM shifts as needed or assigned to coordinate with personnel on these shifts.

  • Responsible for the supervision, assignment of personnel and scheduling of shift maintenance for 24 / 7 / 365 campus coverage in cooperation with the after-hours shift Manager Physical Plant I.
  • Responsible for supervision, coordination, scheduling and oversite of the WVU campus Preventive Maintenance program in cooperation with the Manager Physical Plant I.
  • Responsible for supervision, coordination, scheduling and oversite of the WVU campus Key Shop in cooperation with the Manager Physical Plant I.
  • Provide guidance, instruction and specifications in lock selection, application installation, maintenance, and record keeping.

To work closely with user groups and security personnel to ensure that locking devises are applicable to user needs while maintaining proper levels of security and code applications.

  • Performs leadership role in the craft and skill of locksmithing.
  • Recognizes, interprets, and maintains all levels of keying systems so that top level security is always maintained, making a more efficient and convenient working system (i.

e., examples are great, great, grand master systems whether in standard pinning or electronic).

Advise and consult with outside key and security vendors, architects, and contractors regarding specifications of types of locks and hardware needed for specific applications.

  • Serves as a consultant and works with university project managers for keying, hardware, safe and electronic hardware.
  • Preparation of multiple weekly status reports and associated meetings.
  • Responsible for the identification, prioritization and submission of deferred maintenance items.
  • Develop and execute an operational budget. Oversees material needs, purchases and specification.
  • Develop and implement plans for repair and maintenance to include identification, prioritization, budget development, design and scheduling.
  • Manage annual personnel budget ensuring overtime budgets are met while supporting after hours events and emergencies.
  • Monitor highly technical and critical environmental systems that support millions of dollars of University research projects in engineering and animal research facilities.
  • Utilizes computer software to cut, list and track associated locking mechanisms. Works with three data bases; two for electronic locks and one for keys and is responsible for advising appropriate changes as needed.
  • Operates all equipment associated with performing job : key machine, grinders, drills, and equipment trucks.
  • Rekeys locks and repairs, replaces, or modifies all door hardware such as locks, hinges, closures, closer stops, and coordinators.

Repairs or adjusts door swing as needed.

  • Makes keys, either original or duplicate, by duplication, impression, or coding. Changes, repairs, and inspects safe locks and combinations.
  • Opens safes when combinations are unknown, changes combinations and repairs as necessary. Open file cabinets and security files, repair or install new locks on cabinets;

fabricate or repairs parts, levers, and springs for locks that are no longer available. Performs building maintenance for all door security hardware.

  • Effectively and accurately communicate with staff, customers and administration all issues, concerns and resolutions.
  • Ensures building systems are functioning 24 hours a day to ensure student and employee comfort.
  • Sets vision and develops departmental goals objectives to deliver highly technical maintenance skills and timely services to exceed customer satisfaction.
  • Provide leadership to staff through continuous feedback as to effectiveness, performance, quality and customer service levels.
  • Develop, implement, train and measure staff performance in coordination with the Manager Physical Plant I based on department objectives and metrics.

Train staff on proper safety procedures and observe workforce in the field to ensure compliance. Assess employee skill levels and identify appropriate training for improvement.

  • Manages the apprentice program for employees enrolled in this area if applicable.
  • Ensures compliance with applicable Federal, State, and local codes and WVU policies and procedures.
  • Utilize computerized maintenance software to evaluate unit efficiency, identify call back issues, repetitive problems, etc.

and to evaluate metrics.

  • Apply these metrics to preventive maintenance, cost tracking, deadlines, labor, materials and compliance to priority codes and objectives.
  • Develop, initiate, and document operating procedures for areas and processes supervised.
  • Effectively and accurately communicate with staff, customers and administration on all issues, concerns and resolutions.
  • Utilize the Oracle Unifier CMMS software to create Assets, PM Books, Job Plans, Schedules, Procedures and Material Inventory for new and existing PM implementation and modification.
  • Assist in the administration of the payroll system by monitoring data accuracy and approving leave and timecards.
  • Coordinate with Manager Physical Plant I to provide work assignments for various employees. Supervise work methods and assignments.

Oversee progress of work. Inspect completed work requests to ensure quality control. Inspect campus to locate prospective work or maintenance required and communicate it to appropriate WVU personnel.

Qualifications

  • Bachelor's degree.
  • A minimum of four (4) years of experience involving facilities management with a focus on supervision of general facilities repair, locksmithing and key management, mechanical maintenance, commercial HVAC, plumbing, electrical and Preventive Maintenance staff.
  • Any equivalent combination of related education and / or experience will be considered.
  • All qualifications must be met by the time of employment.

Knowledge, Skills, & Abilities

  • Knowledge of building systems.
  • Demonstrates strong scheduling and planning skills.
  • Working knowledge of master keying and all types of locking and door hardware.
  • Knowledge of lock systems, lock hardware, and key types.
  • Knowledge of specifications and codes for safety, fire, and disability issues.
  • Ability to evaluate and assess key systems appropriate for a specific need.
  • Ability to identify key blanks and hardware.
  • Knowledge in keying and pinning systems.
  • Knowledge of operations of locksmith tools.
  • All levels of door hardware repair.
  • Ability to troubleshoot and analyze complex system indications and formulate corrective actions based on analysis.
  • Strong computer skills, MS Suite, building automation software and smartphone usage.
  • Ability to function in highly stressful situations.
  • Ability to read complex mechanical and electrical diagrams, blueprints and drawings, advises technicians on troubleshooting techniques, and create or alter sequence of operations.
  • Knowledge of Building Maintenance Trades with respect to daily operations, preventive maintenance, repairs, alterations and renovations.
  • Ability to maintain operations within a defined budget.
  • Ability to manage a team comprised of multiple skilled trades to complete assignments, tasks and repairs on schedule.
  • Knowledge of Federal, State and local codes.
  • Ability to manage multiple large projects at a time.
  • Ability to function with minimal supervision / direction and lead by example.
  • Knowledge of materials, methods, tools, equipment, occupational hazards, and safety precautions of the building maintenance trades.
  • Ability to understand, interpret, and carry out policies and procedures as outlined in the WVU and Facilities Management Maintenance policies and procedures and all Environmental Health and Safety standards.
  • Must always have good communication skills, utilizing written and oral interaction.
