About the role
The Budget and Contracts Manager leads a unit responsible for development, coordination, and oversight of a $391.8 million biennial operating budget (2023-2024) and a $984 million six-year CIP, a procurement & contracts unit responsible to ensure effective, efficient, and timely support to agency procurement and contract administration, and a capital finance team responsible for ensuring WTD maximizes opportunities to match projects to subsidized grant and loan opportunities and optimizes the bond portfolio.
You will serve in a key Finance & Administration leadership role that reports to the Finance Section Manager and collaborates with Finance unit managers and supervisors to ensure the suite of Finance services are provided with unified and coordinated excellence.
You will help lead a Finance & Administration section that provides services that include budget development & oversight, capital finance, procurement & contracts administration, technology services, central service administration (i.
e. Division Fleet management), accounting, audit & compliance, rates & financial planning, payroll, and billing & accounts receivable.
This role will provide leadership and guidance across unit functions, though will work most closely with the capital budget team, applying hands on leadership and strong subject matter expertise to serve the complex capital budget needs of a rapidly growing capital delivery organization.
The successful candidate will have depth of expertise in capital budget and project prioritization for a large infrastructure delivery organization, preferably in the wastewater industry, and a strong commitment to building relationships with internal clients.
This position will have direct reporting supervisors for the Operating Budget team, the Procurement & Contracts team, the Capital Finance team, and two capital budget staff direct reports.
This is an opportunity to serve the people that live, work, and play in King County by leading the Budget and Contracts Unit for one of the largest wastewater utilities on the west coast.

Job Duties
- Lead capital budget staff and partner with Project Planning & Delivery colleagues to assess and understand project budget costs, timelines, sensitivities, and prioritization context, to develop capital budget alternatives for leadership decisioning.
- Lead the capital budget team in preparing reports and communication to ensure leadership and decision makers have clear, relevant, and timely information regarding capital budget performance and trends.
- Engage as a member of the Delivery Board, one of three tiers of WTD project prioritization governance boards.
- Work closely with the Rates and Financial Planning team to develop capital spending forecasts that extend beyond the six-year budget period to support sewer rate scenarios and long-term planning financial and rate analysis.
- Lead the capital budget team in a variety of capital budget support activities such as project Life Cycle Cost Analysis, indirect capital cost burden forecasting, rate calculation, and approvals, and other capital program technical support functions.
- Work with the Operating Budget Supervisor to develop, propose, and track the operating budget.
- Ensure coordination between operating and capital budget activities and interdependencies.
- Lead and coordinate communication with the County's Office of Performance Strategy and Budget representatives and the DNRP on budget matters.
- Work with the Procurement & Contracts Administration team Supervisor to facilitate procurement and contract administration and compliance.
- Ensure the Procurement & Contracts team is sufficiently resourced to provide guidance and administration of procurement activities and can advise partners and clients across the Division in optimizing timely and compliant purchasing, contracting, and contract administration.
- Coordinate with other King County departments such as the Finance and Business Operation Division (FBOD) as needed to support the work of this unit, resolve issues, and represent WTD initiatives and interests.
- Work with the Capital Finance Advisor in leading a team responsible for identifying and pursuing subsidized grant and loan funding opportunities and matching them to capital projects, and coordinate with the County's financial advisor and bond counsel to optimize the bond portfolio and generate new money to fund the capital program.
- Ensure Finance provides exceptional service to our partners and colleagues across WTD.
- Build and invest in the unit team including hiring, training, facilitating resources for career advancement opportunities, and performance management and evaluation (providing guidance, support, identifying development needs, resolving issues).

Supplemental Information
Working Conditions :
Remote and Onsite Work Details : Employees in this role work remotely from a home location, with onsite reporting requirements typically 2-3 times per month.
The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S.
Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work .
- Remote Work Location Requirement : Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.

- Work Schedule : This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
- Union Representation : This position is represented by Teamsters L117 (Salary reflects $2.00 per hour contribution to the Western Conference of Teamsters Pension Trust Fund).
