The Compliance and Safety Program Manager is responsible for ensuring the organization has effective systems in place to be compliant with local, state and federal regulations pertaining to the overall compliance and safety requirements of the organization.
Neighborhood Healthcare (NHcare) strives to provide a compliant and safe environment for NHcare patients, employees, guests, contractors, and visitors across all sites.
The Compliance and Safety Program Manager is responsible for formulating, developing, and monitoring the implementation of compliance and safety programs, policies, systems, procedures and standards for existing activities and new processes within the organization and to proactively identify new compliance and safety related initiatives that are important to the organization.
This includes integration of the Compliance, and Emergency Operations Plan (EOP), as well as the Injury Illness Prevention Plan (IIPP).
The Compliance and Safety Program Manager is identified as NHcare’s Safety Officer and works closely with the Corporate Compliance Officer, Risk Manager and Compliance and Safety Coordinator to ensure the Compliance and Safety programs operate effectively and efficiently.
This is a hybrid position.
Responsibilities
Compliance
- Develops and implements Compliance related action plans to meet NHcare’s Compliance requirements.
- Collaborates with sites and assists with implementation and sustainment of initiatives to improve overall staff knowledge and compliance with regulations.
- Conducts in-person site visits and completes compliance assessments.
- Works collaboratively to set direction and develop a structure for the development of compliance champions across the organization.
- Oversees the development and reporting of key performance indicators for the Compliance related initiatives.
- Assists with investigating, managing and closing compliance related incidents.
- Plans and conducts compliance audits based on identified incidents and other sources, including the OIG workplan.
- Leads meetings with business owners to understand process details, identify risks, controls, etc. including closing meetings with management to discuss audit findings and recommended action plans.
- Assesses, tracks and monitors compliance with all corrective action plans and reports results monthly to the Corporate Compliance Officer.
- Assists in the developments and delivery of education to operations teams to support their understanding of compliance with applicable requirements.
- Gathers, organizes, and enters data tailored to the unique data requirements of the compliance program.
- Conducts thorough analyses of collected data independently to identify emerging trends, areas for improvement, and potential risks specific to NHcare.
- Provides support for compliance initiatives and addressing specific regulatory management needs of NHcare.
- Assists with creating and revising compliance related policies, procedures and training.
- Prepares and delivers presentations to communicate compliance policies, updates, and procedures to stakeholders as needed.
- Stays aware of new compliance regulations and reports updates to the Corporate Compliance Officer.
- Researches compliance related questions as needed.
- Assists Corporate Compliance Officer and Chief Information Officer with mitigating and reporting any identified or reported privacy and / or security breaches.
Safety
- Serves as designated point-of-contact for organizational safety issues.
- Develops and maintains systems and programs to assure a comprehensive Safety and EOP program.
- Responsible for the implementation of the Neighborhood Healthcare Safety Plan and EOP at all locations including researching, developing, evaluating, implementing and enforcing safety policies and procedures in compliance with Federal and State Occupational Regulations.
- Identifies safety and security training needs and ensure training programs undertaken reflect the needs of the business and the delegates involved, this includes developing, coordinating, and conducting training on a wide range of safety, and emergency response issues.
- Establish a formal schedule of organizational safety inspections for risk assessments to identify and control workplace hazards.
- Ensure all certification and reports relating to safety regulations are correctly stored and available for inspection and audit.
- In collaboration with all departments, maintain a safety deficiency tracking system that monitors outstanding deficiencies until resolution.
- Chairs the Safety portion of the Compliance / Risk and Safety committee that identifies, improves, and make recommendations on safety issues.
Ensure that the committee tracks safety related trends and mitigation effort outcomes. Co-Chairs the Compliance / Risk / Safety Committee as needed.
- Oversees and can authorize the procurement of project safety supplies and equipment.
- Monitors legislative changes and recommends policy changes to ensure compliance with Federal, State and Local laws and regulations.
- Work in conjunction with all departments as necessary to ensure the safety and security of NHcare staff and patients.
- Investigates, manages and closes Safety related incidents.
- Other duties as assigned.

Qualifications
Education / Experience
Bachelor’s degree in related area (e.g. business, compliance, healthcare, safety, corporate security, industrial hygiene) or related fields preferred;
or equivalent experience
- Three or more years of compliance and / or safety experience required.
- Valid CA driver’s license, clean driving record and proof of insurance are required
- Thorough knowledge of Compliance, Safety and Injury / IIPP programs
- Demonstrated continuing Compliance and / or Safety Training
- Proficiency in Emergency Response Program planning and development
- Compliance and / or Safety Certifications preferred. Certified Safety Professional (CSP),Certified Safety Management (CSM), Associate Safety Professional (ASP) certification(s) preferred
- Thorough knowledge and skill in interpreting and applying applicable local, state, and federal compliance and / or safety regulations, standards and guidelines
- Experience in auditing for Compliance and / or safety process improvement or quality assurance preferred.
- Experience in training and / or presenting to groups preferred.
- Experience with Microsoft Office applications, including Outlook, Word, Power Point and Excel.

Salary range : $103,900-$142,500 annually, depending on experience.
