JOB SUMMARY / PURPOSE OF POSITION
The Financial Specialist / Sr Financial Specialist will perform highly specialized and varied financial and administrative duties through application of specialized knowledge, principles, and techniques without direction.
Develop advanced concepts and methods to solve unique and specialized fiscal problems.
REQUIREMENTS / SPECIFICATIONS
Education / Experience :
- Grade 32
- BA / BS in Accounting or Business Administration or equivalent combination of education and related experience
- Minimum of ten (10) years of related experience
- Must have specialized knowledge of advanced financial concepts and methods.
- Extensive knowledge of project and company functions, policies and procedures, administrative practices, project history, and microcomputer financial applications.
Grade 34
- BA / BS in Finance or Accounting or equivalent combination of education and related experience
- Minimum of twelve (12) years of related experience
- Working knowledge of government and corporate relations
Preferred Qualifications :
- Master's degree and / or CPA
- Government specific experience to ensure familiarity with relevant regulations and practices.

Other Requirements :
- Proficient with Microsoft Office, advanced skills in Excel and Microsoft Access. Experience using accounting / finance system software and tools.
- Must possess mastery knowledge of financial theories, principles, techniques, policies, regulations, and legal requirements Must be able to anticipate, identify and resolve a wide variety of complex issues.
Must possess highly developed organizational skills and be able to manage projects and special assignments to deliver results on time and within budget.
Must be self-directed to establish priorities, work schedules, control cost and meet deadlines. Must be able to interpret and follow a wide variety of guidelines, policies, laws and established practices to accomplish complex tasks.
Must be able to direct the work of others, develop and implement special projects and resources, write procedures and guidelines and mentor others.
Must be able to develop and execute short-term strategic plans.
- Must plan, develop, and carry out strategic short-term programs essential to the mission.
- Must be able to develop unique and innovative solutions to significant and highly visible financial problems involving research from a variety of internal and external sources including high-level corporate, customer, and public officials with little or no direction provided.
- Must be able to perform broad and intensive practices to establish concepts, theories, or programs, or to resolve complex problems.
Must possess mastery knowledge of industry specific software applications.
- Must be able to use independent judgment to perform, identify, and analyze diverse financial responsibilities involving different and unrelated financial processes and methods.
- Must be able to interface with individuals or groups from inside and outside of the organization, senior management, as well as high-ranking officials from outside the organization.
Must be able to justify, defend, negotiate, or settle financial matters involving significant or controversial issues in accordance with CHBWV practices.
Must be able to conduct small and large group meetings to convey complex and sensitive business information in a clear and comprehensive manner.
Must be able to write clear, concise, detailed, and organized memos, report, and correspondence.
MAJOR RESPONSIBILITIES / DUTIES / TASKS
- Maintain a safe and healthy work environment by following established safe work practices and procedures; investigating and reporting identified safety concerns or situations.
- Implement standards contained in the Company Code of Ethics & Business Conduct, Company EEO practices, and DOE directives.
- Direct day-to-day execution of specialized financial and project programs, including interfacing with external customers and addressing their concerns.
- Develop highly visible and vital financial plans, policies, and programs and long-term objectives. Conduct various financial analyses incorporating various complex microcomputer applications.
- Report any issues or concerns related to project financial activities to management with recommendations for resolution.
- Report financial figures by preparing and submitting government or corporate financial reports; intra company transfers, developing fiscal year labor rates;
coordinating site wide accrual process.
- Ensure account accuracy by performing a variety of account analysis and reconciliations.
- Contribute to team effort by providing financial support as requested, with special focus on project management and project control support.
- Ensure account accuracy by maintaining the general or corporate ledger.
- Report financial figures by preparing and submitting government or corporate financial reports; intra company transfers, developing fiscal year labor rates;
coordinating site wide accrual process.
- Provide effective cash management by controlling accounts receivable, payables and letter of credit transactions.
- Ensure timely and accurate payroll distributions and withholdings.
- Guide cost analysis process by tracing and verifying unallowable cost items.
- Regular attendance is required.
- Contributes to team effort by accomplishing related results as needed.
