Overview

As a System Design & Scheduling Manager, you will be responsible for the agency’s fixed route scheduling and operational design.

This includes working closely with senior management in Planning and Operations to direct the design of service schedules that are customer-focused but fiscally constrained and compliant with Title VI requirements.

The manager will also guide staff in analyzing operational performance, determining resource needs to meet service requirements, and coordinating service plans with partner agencies.

Essential Duties

1. Organize, plan, and manage the activities of staff in all aspects of service design, scheduling, and operational planning including creation and modeling of new routes and route restructures, blocking and run-cutting, run time setting and timetable development, monitoring existing system performance, and ensuring compliance with standard operating procedures, policy, regulations, and the agency’s mission and goals.

Brief Executive management and elected officials and respond to public comments related to these plans.

2. Organize, plan, and manage the activities of internal working groups to address specific issues of concern, ensure alignment, and coordinate plans and projects.

Ensure that scheduling work is compliant with Operation's feedback, contracts, and collective bargaining agreements. Provide regular briefings to management team for input and direction.

3. Supervise staff. Prioritize and assign work, conduct performance evaluations, make hiring, termination, and disciplinary recommendations, ensure staff is trained, and offer professional development opportunities.

Promote diversity, equity, and inclusion principles in all staff programs and activities.

4. Collaborate with internal and external partners on the operational design of the critical transit infrastructure (. : transit centers, park & rides, interchanges, roads, and layovers).

Assist with evaluating public and private development projects for transit access.

5. Represent the agency in public engagement and regional transportation planning forums. Facilitate the coordination of transit, roadway, and land use planning, negotiate for transit-supportive policies and infrastructure, and position Community Transit as a partner of choice.

6. Advise the Chief Planning & Development Officer, CEO, Executive Team, and Board on transit operational design as it relates to operator and customer impacts and provide critical expertise on related policy issues including status, risks, and opportunities.

Communicate Board policy and corporate objectives to regional partner staff and ensure that policies and practices are handled in a consistent manner.

7. Perform other duties of a similar nature.

Requirements

Minimum Qualifications

  • Bachelor's degree in Urban Planning, Transportation Planning, Public Administration, or related field
  • 4 years of progressively responsible experience in transit service design and schedule planning
  • 2 years of transit operation experience
  • 2 years of experience supervising others

An equivalent combination of education and experience to successfully perform the job duties is also accepted.

Preferred Skills and Knowledge

Master’s degree in Urban Planning, Transportation Planning, Public Administration, or related field

Working Conditions

95-100% of your work will be performed in an office environment and requires you to operate standard office equipment and keyboards.

You will be required to move throughout and between different office buildings. You may also need to complete tasks in noisy environments.

0-5% of your work will be in the field, in varying weather conditions.
