Overview

As Project Manager I / II, you will plan and lead transit system planning and operational design projects with a specific focus on transit facilities, including bus zones, passenger amenities, and other roadway infrastructure that impacts bus speed and reliability.

This role will serve as the lead on the bus stop capital improvement program. You will be responsible for all elements of the project lifecycle, including proposal, schedule, budget development, and data collection and analysis.

You will also be responsible for inter-agency consensus building, public outreach, and development and implementation of recommendations.

You will also play a significant role in many other strategic scheduling projects, such researching real time passenger information amenities, stop lighting design, optimal bus stop spacing to improve running times, and forecasting transit facility needs.

Essential Duties

Develop and implement fair, customer-focused, and data-driven transit facilities improvement plans to maximize the passenger experience.

Work includes all tasks necessary to achieve the plan, such as the development of the project identification process.

Lead bus zone siting and conceptual planning of related capital facilities. Offer guidance per best practices, ensuring compliance with applicable laws and coordination with stakeholders.

Maintain the asset management system for tracking stops and assist in the oversight of the appearance of stops.

Develop, implement, and manage project proposals, contracts, and schedules. Manage budgeting and expense tracking for bus stop and bus amenity installations and rehabilitation.

Includes developing specifications, identifying and securing grant funding, bid solicitation, negotiating right-of-way, easement and use conditions with authorities and property owners, taking field measurements, and submitting plans and applications.

  • Collect and analyze data, conduct research, and participate in short- and long-range planning.
  • Review and provide feedback on external projects that impact CT services or facilities. Advocate for beneficial changes to access for all active modes.

Support related efforts of CT's nascent speed and reliability program.

  • Respond to complaints and requests about bus zones using data and field inspections.
  • Perform other duties of a similar nature or level.

Requirements

Minimum Qualifications

Project Manager I :

  • Bachelor's degree in urban planning, transportation planning, civil engineering, statistics, computer science or a related field.
  • Two or more years of experience in capital facilities planning, transportation planning, and project management.
  • Versed in bus stop siting and access requirements under the Americans with Disabilities Act (ADA) and all other related applicable codes, laws, and regulations.
  • Ability to perform statistical and comparative analysis as it relates to transit planning.
  • Experience preparing and presenting reports to ensure context-sensitive solutions and the needs of transit are considered in the design of streets and public facilities.
  • Skill working with contractors and consultants, providing direction and monitoring contract compliance.
  • Capable of advanced use of MS Excel and Geographic Information System (GIS) software.
  • Must have a valid Washington state driver's license.

Project Manager II :

  • Bachelor's degree in urban planning, transportation planning, civil engineering, statistics, computer science or a related field.
  • Three or more years of experience in capital facilities planning, transportation planning, and / or project management.
  • Three or more years of experience managing complex projects from planning phase through implementation, including contract administration and oversight.
  • Versed in access requirements under the Americans with Disabilities Act (ADA) and all other related applicable codes, laws, and regulations.
  • Ability to perform statistical and comparative analysis as it relates to transit planning.
  • Experience preparing and presenting reports to ensure context-sensitive solutions and the needs of transit are considered in the design of streets and public facilities.
  • Skill working with contractors and consultants, providing direction and monitoring contract compliance.
  • Capable of advanced use of MS Excel and Geographic Information System (GIS) software.
  • Must have a valid Washington state driver's license.

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job listed above may be considered.

Knowledge Requirements

  • Principles and practices of urban and transportation planning and operations.
  • Relevant land use, environmental and transit legislation and regulations.
  • Transit facility design and development and pedestrian friendly access and safety designs.
  • Practices of project management including scope development, cost estimating, scheduling, and project control.
  • Business procedures, records management, handling confidential and sensitive information.
  • Budget and contract administration

Preferred Skills and Knowledge

  • Experience with bus stop siting and design
  • Project Management Certification
  • Experience establishing and monitoring program performance and building business cases for supported programs.
  • Establishing policy or technical recommendations as it regards transit facilities and transit operations.
  • Experience with Hastus, MS Teams, Smartsheet, and MS Project.
  • Experience using databases or programming languages to analyze and report on transit data.
  • Experience working with municipalities and supporting the development of interagency agreements.
  • Experience coordinating, directing, and monitoring the work of consultants and contract engineers.

Working Conditions

Work is performed both indoors in an office environment, and outdoors in varying weather conditions. Requires the ability to operate standard office equipment and keyboards.

Must have the ability to move throughout the building, between buildings, and to field locations. You may be exposed to automotive fumes, odors, dusts, and may need to complete tasks in noisy environments.

Lifting and carrying of supplies and equipment up to 30 pounds will be required occasionally. Hybrid telework is available for most administrative positions.
