Description

The Massachusetts Commission Against Discrimination (MCAD) is the independent state agency that enforces the Massachusetts anti-discrimination laws in employment, housing, education, credit, and public accommodations by investigating, prosecuting, and adjudicating complaints of discrimination.

The MCAD also offers remedial and preventative training, and publishes resources online such as model policies, posters, and guides.

The MCAD is seeking a dynamic and dedicated professional to join the MCAD Housing Unit as the Senior Housing Program Coordinator.

Incumbent in this position will perform investigative duties, manage a case load and complete a minimum requirement of investigations each month with a focus on Housing discrimination.

Incumbent in this position will also exercise direct supervision over the Housing Unit within the Investigations Division consisting of subordinate investigators and a Program Coordinator.

As such, the COIII will supervise, plan, review, and evaluate work product and performance of subordinates. Incumbent will on-board and evaluate the performance of newly hired housing staff during their probationary period.

  • Further, and in addition to maintaining and completing their own caseload, the Incumbent is expected to provide on the job training for employees in their unit;
  • review and analyze investigative dispositions and reports prepared by subordinates for accuracy, completeness, and content;

Duties and Responsibilities (these are a general summary and not all inclusive) :

Creates and produces HUD regular reports, as required under the agency's workshare agreement, including HUD annual reports, HUD quarterly reports and bi-yearly performance audit.

Prepares and submits requests to HUD for grant money available for use in hiring and training staff.

Reviews and approves ADR Unit's housing settlements to ensure they have appropriate public interest and complainant relief to meet HUD guidelines.

Signs approved ADR Unit’s housing settlements as MCAD’s duly authorized representative and returns to ADR unit for processing.

Refers appropriate cases for dual filing with HUD and communicates with HUD regarding cases denied for dual filing. Reviews and assigns to Housing Unit Investigator all incoming mail-in complaints or e-Complaints for entry.

Participates in internal and external training, outreach programs, and Investigations committees as required or assigned;

Participates in and presents at fair housing conferences and presentations in the community to increase the communities’ awareness of MCAD’s function, and fair housing rights.

Processes requests for Judicial Elections by preparing case files for digital submission to Attorney General’s Office, preparing a dismissal letter for signature from the Investigation Commissioner, mailing appropriate transmittal and MCAD closure documents to parties, and closing out cases in both HUD’s and MCAD’s databases.

Submits closed cases to HUD and coordinates with HUD representatives regarding any questions or concerns they have regarding completed investigations.

Maintains comprehensive unit spreadsheet which tracks, Case assignment / investigator inventory, Judicial elections, Info calls / e-Complaints, PC / Split decision for tax credit data, HUD transmittal list, and incoming intakes reports;

proactively identifies areas of needed improvement to assist investigators in developing their skill level.

Processes post cause closures of cases by Gathering Tax credit info for Split decision and Probable Cause dispositions, following up with the Attorney General for updates regarding cases which elected for judicial determination, entering judicial election closure info into HEMS database, Entering MCAD post cause closures into HEMS, and emailing all post cause closure to designated HUD email for payment.

Reviews all incoming housing complaints looking for errors during intake, legal sufficiency.

Effectively manages a case load and produces written dispositions and completes cases in accordance with established monthly goals.

Actively supervises, reviews, evaluates, and analyzes the work performance and related work product of Unit staff; reviews, forwards, and / or returns investigators' work within 48 hours of receipt, as far as practicable.

Meets regularly with Unit staff to discuss the quality of their work and, as necessary, suggest methods to increase productivity to attain and maintain monthly production goals.

Demonstrates an understanding of the skill level of each Unit staff member, identifies deficiencies in Unit staff's ability to effectively draft timely, concise, coherent, and accurate dispositions.

Routinely reviews assigned cases and ensures that necessary documents and evidence have been timely requested and conducts follow-up to ensure compliance by parties.

Attends mandatory HUD Management meetings.

Ensures Unit staff are regularly updating CMS and HEMS information.

Holds bi-weekly housing unit meetings to address investigator concerns or questions.

Regularly updates the Chief of Investigations (COI) on unit activity.

Communicates and works collaboratively with unit members and other unit supervisors to ensure appropriate and adequate back-up services.

Collaborates with other state and federal fair housing partners to maintain good interagency relationships.

Responds to and / or ensures that a response is provided in a timely and appropriate manner to inquiries from the public regarding agency policies, procedures, laws, rules, and regulations.

Performs other related duties as assigned.

Preferred Qualifications :

Experience in investigating Housing-related discrimination.

Experience with the U.S. Department of Housing and Urban Development (HUD) HEMS application.

Experience with the requirements of the MCAD workshare agreement with HUD.

Prior supervisory experience

Qualifications

MINIMUM ENTRANCE REQUIREMENTS : Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and / or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions :

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE : No substitutions will be permitted for the required (B) experience.
