Job Summary
The Associate Chief Financial Officer ("ACFO"), is a key senior leader in the organization with shared responsibility for the organization's approximately $1.
1 Billion Budget, Financial Planning and Analysis, Cost Accounting, Labor Productivity, Provider Financial Services, Business Development, and City Operating Agreements / Financial Operations.
Reporting to the Chief Financial Officer (CFO), the ACFO is charged with sourcing and pursuing the development of opportunities that create long-term value for DHHA through strategic partnerships with external organizations including overseeing and serving as the primary contact to support the working relationship and operating agreement with the City of Denver, developing and growing business development opportunities through ongoing contact and support and of external business partners.
The ACFO assists the CFO and acts as a designee and / or backup on major organization wide initiatives and projects, primarily related to areas under the supervision of the CFO which include Finance, Business Development, External Affiliations, Revenue Cycle and other financial support Services.
The ACFO is a financial subject matter expert that oversees the continuum of work for assigned areas, regularly interacting with other senior leaders to advise and support efforts and participates on project teams organized around Financial Vitality, Customer Service, Quality, Community relationships, Business Development, Workforce Governance and Workforce Engagement.
The ACFO interacts with a wide variety of staff in the organization including direct and indirect reports, peers, Executives and Board committees.
Essential Functions :
Financial Analysis and OperationsOversee all aspects of the process for developing proformas, analyses and operations manage financial performance for areas of responsibility.
Develop and execute business and financial improvement plans for all areas of responsibility. (10%)
Budget OperationsOversee financial planning and budgeting for all business development initiatives, the operating agreement with the City of Denver.
Advises and collaborates with other leaders within Finance to related to the annual budgeting process and final budget. Review budget variances and help operations in course correction initiatives. (10%)
- Cost Accounting and Organization-Wide Initiatives Develop, implement and monitor effectiveness of process and systems that lead to effective cost accounting / decision support. (15%)
- Labor Productivity Operations In collaboration with operational leaders assist in conflict resolution related to management of productivity targets and further best practices in the organization. (15%)
- Business Development and Relationship ManagementSource and pursue and drive the development of opportunities that create long-term value for DHHA through strategic partnerships with external organizations.
Oversee and serve as the primary contact to support the working relationship and operating agreement with the City of Denver.
Develop and grow business development opportunities through ongoing contact and support and of external business partners.
This includes but is not limited to building and maintaining successful relationships with prospects, existing and past clients and collaborating with executives on business strategy to determine objectives to maximize business reach and potential. (25%)
Talent Management Enhance employee engagement by providing resources, support and tools to work in the form of extra-time, brainpower and energy.
Mentor, guide and coach direct reports in order to expand their capabilities and build management depth in the organization for succession planning.
Staff, train, advise, evaluate the performance of, and when necessary, disciplines and / or discharges staff at multiple levels.
Supervise administrative and support personnel ensuring duties and tasks flow without overlap or unnecessary hand-offs. (10%)
Data Analysis and ReportingOrganize data into informational summaries to monitor financial performance of the organization (and assigned areas);
explore data and reports to extract meaningful insights, which can be used to better understand and improve business performance.
Produce timely, accurate and thorough reporting from financial analysis team and systems. Prepare and deliver presentations, represent the organization with the State of Colorado, City and County of Denver and / or federal government and other agencies, as needed. (15%)
Education :
Bachelor's Degree Bachelor's Degree in Accounting, Finance, or a related area Required
Work Experience :
- 4-6 years Typically, five years or more of directly related experience, preferably in a similar position or as Controller or Budget Director. Required and
- 4-6 years Supervisory experience. Required
Licenses :
Knowledge, Skills and Abilities :
- Ability to effectively analyze and organize departmental strategic plans and motivate team to execute on the results.
- Excellent interpersonal skills and the ability to solve problems creatively and ethically.
- Technical skills and knowledge in the healthcare industry and in performance improvement tools, for example, ability to develop graphs that are appropriate for Board level review and use of statistical tools such as control charts for analysis.
- Familiarity with Lean Management Systems
- Ability to drill down to root cause of problems in an organized manner.
- Auditing experience
- Ability to develop an effective Quality Assurance process to ensure no errors in financial data.
- Judgment and Decision Making - Considering the relative costs and benefits of potential actions to choose the most appropriate one.
- Monitoring and Controlling Resources - Monitoring and controlling resources and overseeing the spending of money.
