SUMMARY

This position reports to the D&A Deputy Administrator (Program Director) and has oversight and provider supervisory responsibility in the directing and coordination of countywide Drug and Alcohol Treatment, Intervention, and Recovery Supportive Services through our contracted and subcontracted providers.

This position is also responsible for program development, technical assistance to provider agencies related to implementation of systems to ensure program compliance with all contracts, licensing, and reporting requirements, as defined in all state and county contracts.

The person in this position will assess the community needs annually through the Treatment Need Assessment, and coordinate required DDAP and County training activities, oversight and monitoring of inpatient and outpatient ASAM levels of care, and implementation of Best Practices as defined in DDAP's Treatment / Case Management Manual and any internal Health and Human Services SCA Policies.

This person may be required to supervise technical and clerical staff as needed. This position / employee functions independently under general supervision with results reviewed through weekly supervision, check-ins, reports, and monthly team meetings.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Promotes Recovery and Resiliency through provider meetings, community education, and / or technical assistance to all stakeholders including community organizations and service providers.

Serves as a liaison between the County Office, other institutional settings, and community providers; provides ongoing consultation and technical assistance to contracted providers;

develops procedures to ensure program effectiveness; acts as a liaison with other human service agencies. Assists the Deputy Administrator with the development and review of proposals, policies, and procedures.

Participates in evaluating the effectiveness of all Drug and Alcohol services, conducts site visits ensures compliance with federal, state, and local regulations, and County policies and procedures.

Uses DDAP and internal program monitoring tools; provide technical assistance and resources necessary to assure that service providers are using best practices and striving for service excellence.

This individual fosters collaborative relations between the Office of Drug and Alcohol and contracted program providers, the Department of Drug and Alcohol Programs (DDAP), Office of Mental Health and Substance Services (OMHSAS), Managed Care Organizations, and other community agencies through effective communication and timely problem-resolution.

Interfaces with other Single County Authorities (SCAs) program staff, and other Behavioral Health organizations in the Develops and maintains working relationships within other Human Service Agencies.

Develops and or recommends policies and procedures to the SCA administrator for implementation.

Recommends internal management systems to providers that will assist and support them related to contract / policy compliance requirements.

Oversight of committees designed to improve collaboration and cross system delivery of care.

Completes monitoring visits, processes state monitoring reports, as well as other reports to assist the Deputy Administrator / Administrator in overall county drug and alcohol provider decision-making.

Attends State licensing exit interviews as necessary;

Provides administrative oversight and daily support of all in county inpatient and outpatient services, consulting on ASAM level of care decisions, to include : provider selection, extended stays and exceptions.

Conducts in person site reviews to ascertain compliance with all Case Management guidelines, practices and requirements.

Works with in county providers to ensure that all service delivery is in compliance with state defined standards;

Manages internal database / authorization system that provides the framework for external provider payments and internal programmatic and fiscal reviews and reports.

Coordinates State mandated database systems as needed and appropriate.

Assesses Provider training needs and coordinates the provision of appropriate training events through the State's Training Management System.

Represents the department at various community education events as a speaker and panel participant. Acts as departmental liaison on various committees and work groups as assigned.

Assists the public in accessing services both in the D&A network as well as services provided through other related funders.

Other duties as delegated.

QUALIFICATION REQUIREMENTS

A master's degree or above from an accredited college with a major in medicine, chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing / health administration, nursing / counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and two (2) years of professional experience providing direct service and / or program planning in a human service agency, including one (1) year supervising human service professionals; OR

A bachelor's degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing / health administration, nursing / counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and four (4) years of professional experience providing direct service and / or program planning in a human service agency.

An associate's degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing / health administration, nursing / counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and six (6) years of professional experience providing direct service and / or program planning in a human service agency.
