Job Description

IT Systems Engineer

This position requires an active TS / Sensitive Compartmental Information (SCI) clearance or the ability to obtain a TS / Sensitive Compartmental Information (SCI) clearance to be considered.

The IT Systems Engineer is responsible for identifying strategic and tactical activities for IT enterprise enhancements and sustainment.

This position assists the Government in information management (IM) analysis and prioritizing initiatives, development and integration efforts to eliminate redundancy and align capabilities for the client IT Enterprise.

In addition, the IT Systems Engineer shall provide architecture analysis to ensure enterprise improvements and sustainment of systems in accordance with the Army Intelligence Enterprise investments and implementations;

provide interoperability from a collaborative architecture in order to support information sharing and access; and support the client in identifying, validating, coordinating and documenting artifacts related to Enterprise Intelligence Information Architecture.

Compensation & Benefits :

Estimated Starting Salary Range for IT Systems Engineer : $135,000 - $150,000

Pay commensurate with experience.

IT Systems Engineer Responsibilities Include :

The contractor shall provide support to the requirements management process for GISA-Pacific in mutual support with the SETA contractors at GISA-Belvoir, GISA-Europe, GISA-Bragg, and INSCOM G6, GISA-Belvoir, GISA-Europe, and GISA-Pacific.

Contractor shall assist in identifying strategic and tactical activities for IT enterprise enhancements and sustainment.

The contractor shall assist the Government in prioritizing initiatives, development and integration efforts to eliminate redundancy and align capabilities for the INSCOM Enterprise.

The contractor shall perform asset and portfolio management to support GISA-Pacific's IT hardware life cycle replacement.

The contractor shall assist in the development and execution of business processes to support the identification and validation of IT hardware throughout its life cycle ensuring properly documented assets managed within the organization's asset management database.

The contractor shall assist with data input into the organization's asset management database.

  • The contract shall technically support the development of information papers to support a wide variety of IT requirements to include, but not limited to, Unfunded Requirements (UFR), POM issue papers, organizational functional lay-downs, financial planning documents, and strategy and implementation documents and briefings.
  • The contractor shall assist with the complete acquisition process to satisfy Information Technology requirements for GISA- Pacific mission and installation of network services at supported units and organizations.
  • The contract shall develop and / or provide input to the Statement of Work (SOW), Sole Source Justification; Brand Name Justification;

Market Analysis; Independent Government Estimate (IGE), and other documentation required for procurement packages.

The contractor shall develop IT requirements packages for INSCOM G6 / GISA Request for Change, INSCOM Requirements Review Board (IRRB), Army ITAS Waivers, and ARFIT-MI approvals.

The contractor shall track the status throughout each process coordinating requests for additional information with technical staff as required.

  • Incidental to the projects, the contractor shall provide technical assistance supporting programming activities in support of Program Objective Memorandums (POM) and Intelligence POM development.
  • Technically supports the development of Unfunded Requirement (UFR) / URR and POM issue papers, organizational and functional lay-downs, POA&M MS Project schedules, facilities planning documents, security architecture planning documents, and strategy and implementation documents and briefings.
  • Recommendations on organizational staffing and enterprise relationships; preparation of briefings and papers for GISA-Pacific leadership;

providing technical expertise and recommendations at architecture, planning, and implementation meetings, and providing recommendations on GISA-Pacific organization and TTPs.

Attends GISA-Pacific meetings, VTCs, and conferences as required and supports coordination with key military and civilian personnel at HQs INSCOM, HQDA, Army MACOMs, Services, and Intelligence Agencies.

The following are areas of focus :

  • Army Portfolio Management System (APMS) and Army Data Center Consolidation Plan (ADCCP) compliance, Army Information Technology Approval System (ITAS) formally Goal 1 Waivers, and the Army G2's Army Request for IT - Military Intelligence (ARFIT-MI) approvals.
  • IT acquisition policies, procedures & approval processes.
  • IT asset and portfolio management, enterprise IT hardware life cycle replacement.
  • Enterprise Mission Assurance Support Service (eMASS) experience.
  • Knowledge of Risk Management Framework (RMF) and COOP development and management.
  • Development of Information Pages (Unfunded Requirements - UFRs), Service Level Agreements (SLAs).
  • Project Management Experience
  • SharePoint site and workflow development.
  • Army / DOD / JACO / IC SACO task and data call requirements.
  • IM / IT capital planning, programming and investment alignment with strategic objectives.
  • Knowledge of OPORDs
  • Performs other job-related duties as assigned

IT Systems Engineer Experience, Education, Skills, Abilities requested :

  • Prefer a minimum of a BA / BS in technology related field; ten years' experience as an IT Systems Architect or Engineer can be substituted for the degree.
  • Prefer Six years' experience in Project Engineering, Systems Engineering, or Software Engineering is required; 10 years' experience is preferred.
  • Top Secret Clearance with SCI is required
  • PMP Certification Preferred
  • Knowledge of Federal government contracts and programs
  • Strong writing skills and ability to brief senior level management and military officers
  • Must have good analytical skills, attention to detail, self-motivation, and highly effective organizational skills
  • Must be able to adapt to a changing environment
  • Must be proficient in all MS Office suite including Word, Excel, and PowerPoint
  • Must pass pre-employment qualifications of Cherokee Federal
