The Controller's Office is staffed with accountants, auditors, and fiscal personnel.

The San Mateo County Controller's Office is seeking highly qualified candidates for the position of Controller's Division Manager for the Finance & Administration Division .

The person hired for this position will manage the Finance & Administration Division and provide staff support, financial guidance, administration, and leadership within the Controller's Office.

The Finance and Administration Division Manager will assist in the development, implementation, and interpretation of administrative policies and procedures, provide complex financial support to senior-level management, and oversee day-to-day administrative support functions including preparation of the department’s budget, County Cost Allocation Plan, State Mandate reimbursement claims, Compilation of Countywide Schedule of Expenditures of Federal Awards, and Popular Annual Financial Report (PAFR).

Candidates for this position should have experience managing fiscal and administrative staff and perform accounting / fiscal functions such as preparation of budgets, financial reports, and fiscal policies, purchasing, contract administration, Cost Allocation Plan, Schedules of Expenditures of Federal Awards, and complex financial analysis.

More specifically, fiscal duties will include, but not be limited to overseeing the preparation of the department’s budget, County Cost Allocation Plan, State Mandate reimbursement claims, Compilation of Countywide Schedule of Expenditures of Federal Awards, and Popular Annual Financial Report (PAFR).

The ideal candidate will have the following knowledge, abilities, and skills :

  • Be proficient in government and / or public budgeting.
  • Have experience and knowledge with preparation of Cost Allocation Plan, SB90 Mandate Claims, Schedule of Expenditures of Federal Awards for the Single Audit Report.
  • Have experience and knowledge with indirect costs / rates and Federal Grant Administration.
  • Communicate effectively both orally and in writing.
  • Have critical thinking skills and be a problem solver.
  • Possess experience of managing and supervising professional staff.
  • Identify existing or potential problems, determine causes and solutions to fix the problems to prevent future occurrences.
  • Research and analyze business and / or system processes and make recommendations for improvements.
  • Develop and maintain a cohesive, collaborative team with emphasis on communication, contributions, and mutual support, and create an environment of trust and confidence.
  • Advanced knowledge and implementation of Governmental Financial Accounting Standards and Generally Accepted Accounting Principles.
  • Plan, organize, manage, coordinate, and evaluate the functions and staff for operation and special projects.
  • Analyze, interpret, implement, and explain related laws, accounting rules, and regulations.

Duties will include, but are not limited to :

  • Organize, direct, and coordinate Controller’s Office’s administrative and operational activities.
  • Prepare, review, and submit the Controller's Office operational budget and performance measures and coordinate budget activities with the County Manager's Office.
  • Coordinate, review, and submit Countywide SB90 State Mandates claims to the State Controller's Office.
  • Coordinate, prepare, and submit Countywide Cost Allocation Plan to the State Controller's Office.
  • Develop productive hour rates and Indirect Cost Rate for the Controller’s Office’s SB 90 claims.
  • Coordinate and compile the Countywide Schedule of Expenditures of Federal Awards for the Single Audit Report.
  • Review the Measure K journal entries and P-Card journal entries; manage Controller’s Office Accounts Payable and Safety Inspection.
  • Preparation of Controller’s award-winning Popular Annual Financial Report (PAFR).
  • Develop the Division’s procedures handbook for implementation of county policies.
  • Maintain budgetary and fiscal controls, perform cost-benefit analyses, and provide forecasts of revenues and expenditures.
  • Monitor Controller’s Office contracts including requests for proposals and negotiation of contracts with vendors.
  • Represent the department on personnel matters to the Human Resources Department.
  • Conduct special financial analyses.
  • Provide excellent customer service to departments, which includes managing the relationships with external and internal vendors / customers.
  • Perform related duties as assigned.

Education and Experience :

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

A typical way to qualify is :

Education : Bachelor's Degree in Business or Public Administration or a related field.

Experience : Three years of increasingly responsible experience performing a wide variety of administrative, financial, or managerial duties in a large, complex public agency including at least one year of direct experience managing and / or supervising an accounting or auditing function related to assigned division.

Knowledge of :

  • Advanced principles and practices of financial administration and resource planning, including public budgeting and reporting.
  • Basic principles and practices of County-wide operations and its administration and organization.
  • Advanced principles and practices of management and organizational effectiveness.
  • Principles of personnel training, supervision, and evaluation.
  • Relevant automated fiscal / financial information systems, applications, and terminologies.
  • Federal, State, and local laws and regulations applicable to assigned area of responsibility as well as laws and regulations governing the financial operations of public agencies.

Skills / Ability to :

  • Analyze and evaluate complex accounting, auditing, and / or financial problems, records, and reports.
  • Prepare clear and concise reports.
  • Communicate effectively both verbally and in writing.
  • Direct and participate in the analysis of a wide variety of highly complex administrative and operational problems and make effective operational and / or procedural recommendations.
  • Develop, administer, and interpret policies, guidelines, and procedures related to the assigned program area.
  • Perform complex mathematical and statistical calculations accurately.
  • Establish and maintain effective work relationships with those contacted in the performance of required duties.

Current San Mateo County and San Mateo County Superior Court employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help / term position prior to the final filing date will receive five (5) points added to their final passing score on this examination.

The examination process will consist of an application screening (weight : pass / fail) based on the candidates' application and responses to the supplemental questions.

Candidates who pass the application screening will be invited to a panel interview which may include a pre-interview exercise (weight : 100%).

Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations.

All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination.

All examinations will be given in San Mateo County, California, and applicants must participate at their own expense.
