The Human Resources Manager qualifies for executive leave (27 hours per quarter) on top of our generous annual leave accrual (216.
06 hours per year) and 13 paid holidays.
Our Human Resources Team is made up of 16 staff members and this position reports directly to our Chief Talent Officer. The Human Resources Manager performs a full range of advanced professional human resources duties in various functional areas such as classification / position management, compensation salary administration, organizational design, HRIS, payroll processing, performance management, employee engagement, labor relations, and training and development.
The ideal candidate will have prior experience working for a public agency, be familiar with conducting investigations for Police and Fire departments and possess prior labor relations experience.
Knowledge & Education
- Equivalent to a Bachelor's Degree from an accredited college or university with major coursework in human resources management, public personnel administration, or a related field.
- Candidates with a professional HR Certification and / or Master's Degree are highly desirable.
- Knowledge of advanced principles and practices of human resources management in a public agency setting.

- Provide professional advice and support to management.
- Supervise and mentor HR staff.
- Analyze and interpret complex data and information.
- Develop and administer budgets and monitor expenditures.

- Ensure compliance with HR policies, procedures, and employment laws.
- Utilize HR information systems and related software applications.
- Represent the department effectively in meetings and public forums
Experience & Licenses
- Seven (7) years of increasingly responsible professional experience in human resources management, contract administration, strategic planning, and budgeting practices, including five (5) years of supervisory experience.
- Possession of a valid California Driver's License, to be maintained throughout employment.
This position is FLSA Exempt- ineligible for overtime compensation.

The Organization
The City of Corona is a General Law city operating under a Council-Manager form of government. Policymaking and legislative authority is vested in the City Council, consisting of a Mayor and four Council Members.
