The Director of Capital Projects and Planning is responsible for leading and directing capital construction and facilities renewal projects at the College of Southern Maryland (CSM).

In this role, the Director will work collaboratively with a wide range of colleagues, external stakeholders, contractors, and vendors on projects from the conceptual design stage to completion.

This includes managing new construction, renovations, and large-scale maintenance projects to ensure they are completed on time, within budget, and in accordance with institutional goals and regulatory requirements.

This position requires a combination of strategic thinking, strong leadership skills, and the ability to drive results. The Director is responsible for working collaboratively to set goals, develop, and implement strategies, and ensure the efficient and effective execution of capital projects and initiatives.

Utilizing interdisciplinary technical skills, the Director is responsible for overseeing the organization, planning, bidding, scheduling, and implementation of projects;

coordinating assignments; and managing people, materials, equipment, budgets, schedules, and contracts. The Director also works closely with the Vice President for Operations and Planning and the Vice President for Financial Services to implement the Facilities Master Plan, develop the Capital Improvement Plan, and coordinate capital project funding submissions to state and local county funding agencies.

Essential Functions :

  • 30% Capital Project Planning :
  • Works closely with senior leadership to align capital project plans with the college’s long-term strategic goals and master plans.
  • Leads discussions with project sponsors, stakeholders, department and division management on strategic goals, resources, scheduling, plans, and challenges.
  • Reviews existing facilities and enrollment trends to determine appropriate categories and need for space on campuses.
  • Assists in the development, submission, and deployment of the Facilities Master Plan and the Five-Year Capital Improvements Program (CIP), which includes the Annual Capital Budget Request submission.
  • Helps ensure the College follows the Maryland Community College Construction Grant Program (CCCGP) and the Maryland Community College Facilities Manual as it relates to State funded projects.
  • Works with the Maryland Higher Education Commission (MHEC), the Department of General Services (DGS), and the Department of Budget and Management (DBM) in the State approval and funding process.
  • Communicates with the state agencies throughout the capital funding process including the coordination of requirement documentation.
  • Coordinates submittals for each of the required State of Maryland reviews (Schematic, DD, 95% and CD).
  • Coordinates the development of Part I & II programs and all other required documentation needed to request state and county funding of a capital project.
  • Assists in the development of initial project proposals, final project proposals, project design, state submission, bidding and construction of capital projects, scheduled maintenance projects, hazardous materials projects and special projects.
  • 60% Capital Project Management :
  • Manages multiple construction projects concurrently and represents the college's interest in capital and facility renewal projects.
  • Plans, directs, reviews, and implements the activities, operations, and programs of college construction projects.
  • Coordinates with staff, faculty, administration, project architects, engineers, contractors and vendors related to initial program development, final program development, and overall project planning.
  • Works closely with Facilities Management, Campus Operation, and Procurement departments on capital project planning, construction documents, bidding, construction, furniture and equipment acquisition / installation, and post construction issue management.
  • Participates in the development of contract specifications, as well as managing construction contracts and other professional service contracts.
  • Acts as the primary college contact on capital construction projects, coordinates processes and procedures on job sites, ensures that project budget expenditures remain within budget allocation, and provides the project team with the necessary resources to complete the project on schedule.
  • Evaluates and recommends various construction and delivery methods in the renovation of existing buildings.
  • Assists in the planning and scheduling of construction projects; oversees the performance of contractors; ensures that all work is completed according to construction plans, specifications and schedule;

and establishes and maintains project files.

Reviews engineering and architectural drawings and specifications for accuracy and completeness; monitors progress and ensures compliance with plans, specifications, and schedules;

tracks and controls construction costs against the project budget.

  • Participates in construction meetings and provides direction as an owner’s representative.
  • Promotes sustainability in project design and execution, incorporating energy-efficient technologies and green building practices where feasible.
  • 10% Capital Projects and Planning Department Management :
  • Supervises the daily operation of the Capital Projects and Planning Department.
  • Provides leadership and direction to Capital Project and Construction Manager.
  • Develops and manages budgets for all capital projects, tracking expenditures and ensuring financial accountability. Provide detailed financial reports and updates to senior leadership.
  • Directs the development, integration and management of the college-wide Design Criteria and Architectural Values standards.
  • Assists in development and management of the Space Management Process.

Required Education :

Bachelor's degree required in engineering, architecture, business administration or related discipline. Master’s degree preferred.

Experience :

  • Five or more years of progressively responsible management experience.
  • Proven leadership experience with a track record of developing and implementing capital construction or facilities renewal projects.
  • Familiarity with higher education policy, strategy, and practice.

Preferred :

A Master’s degree or professional certification (e.g., PMP, LEED). A strong track record of successful project delivery in higher education, healthcare, local government or a similarly complex environment.

Knowledge, Skills and Abilities :

  • Knowledge of organizational and management practices related to the analysis and evaluation of construction projects, project programs, policies, and operational needs.
  • Familiarity with principles and practices of project administration and supervision.
  • Ability to read plans and comprehend scope of projects assigned.
  • Ability to plan, organize and coordinate construction projects.
  • Ability to analyze problems and offer alternative solutions.
  • Strong leadership skills and project management skills.
  • Demonstrated group facilitation, team building and collaboration skills.
  • Ability to gather, analyze, report, and make recommendations based on campus data and other information.
  • Ability to develop and manage budgets.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work independently and meet schedules and timelines.
  • Ability to establish and maintain cooperative and effective working relationships with others.

PHYSICAL DEMANDS :

  • The work is medium work, which requires exerting up to 50 pounds of force occasionally, and / or up to 30 pounds of force frequently, and / or up to 10 pounds of force constantly to move objects.
  • Ability to stand and walk for extended periods of time.
  • Ability to reach by extending hand(s) or arm(s) in any direction.
  • Ability to move around all areas of a construction site.

WORK ENVIRONMENT :

  • Office environment with occasional travel.
  • Availability to work outside regular business hours as needed.
