The City of Pearland, TX is seeking a full-time Records Analyst to lead and improve aspects of the day-to-day operations of our City Secretary Office.

The full-time Records Analyst earns a competitive salary of $21.19 - $22.94 / hour, based on qualifications.

Additionally, the city pays all premiums for our employees' dental, long-term disability protection, and life insurance plus the majority portion of the medical premium for employees and their dependents.

A DAY IN THE LIFE AS A RECORDS ANALYST

Job Summary

The purpose of this class within the organization is to manage and oversee records management activities in compliance with statutory regulation and legal requirements, specifically related to the Texas Local Government Records Act, Open Meeting Act, and the Texas Public Information Act.

This role develops and implements procedures to ensure proper record retention and adherence to applicable policies and laws.

Responsibilities include coordinating with the Records Manager and Deputy City Secretary, maintaining retention schedules, and ensuring compliance with local, state, and federal regulations.

This class works independently, under limited supervision, reporting major activities through periodic meetings.

Essential Functions

  • Provides training and education for compliance with CSO programs policies, procedures, relevant laws and regulations, and best practices, including various records information management work procedures and records center archive processes.
  • Research, review, and analyze City records as requested by City staff, the public, and other public entities.
  • Assists the public with policies and procedures in accordance with related statutory process requirements.
  • Retains and applies specific knowledge in all areas of the City Secretary's Office, including but not limited to the Texas Public Information Act, Texas Open Meetings Act, Texas Election Law, Code of Ethics, and records management.
  • Assists in developing, revising, and implementing standard operating procedures for departments, including creating procedures for storing both electronic and paper records, and recommends improvements where necessary.
  • Able to organize and manage own workload, work with minimal supervision, and balance multiple projects.
  • Responsible for determining and assigning a classification to all records in accordance with City adopted retention schedules and all applicable legal statutes and standards.

Requirements

Minimum Education and Experience Requirements :

  • Requires an Associate's degree or comparable experience.
  • Requires three (3) years of records and file room management experience, including two (2) years of automated records management system experience.
  • Requires experience with office software such as Microsoft Word, PowerPoint, and Excel.
  • Requires knowledge of the requirements of the Texas Public Information Act, Texas Open Meetings Act, and Texas State Library & Archives Commission Local Retention Schedules.
  • Municipal experience is preferred.

Special Certifications and Licenses :

  • Valid Texas Driver License
  • Texas Notary Commission, or must be eligible to become a Texas notary
