Salary Range : $57,701 - $91,036

JOB PURPOSE :

  • This supervisory position is responsible for performing a variety of managerial and administrative duties related to planning, organizing, and coordinating the overall operations of the city streets division;
  • including maintenance of city streets, sidewalks, parking lots, trails, drainage, public rights-of-ways, public properties, street lighting and signs;

and managing various infrastructure improvement and repair projects.

  • Primary duties and responsibilities include but are not limited to : managing all aspects of street operations and work plan including managing and directing staff to achieve the mission and goals of the department;
  • monitoring and evaluating the efficiency and effectiveness of operational methods and procedures in the management and maintenance of all aspects of the infrastructure and assets under the control of the Street Section of the Parks Department and implementing improvements as necessary;
  • assisting in the development and oversight of Street Section Capital Improvement Plan and projects; assisting in the development and management of the Street Section Budget(s);

managing street, sidewalk, curb, gutter, trail and parking lot maintenance operation programs, including snow and ice removal on roads, sidewalks, trails and parking lots, street sweeping, leaf pickup, drainage maintenance, street sign and lighting maintenance, and long term vehicle and equipment replacements.

The Street Supervisor supervises personnel through subordinates and is responsible for making decisions independently and for advising the Deputy Director of Parks Maintenance on desirable changes in policies.

The Street Supervisor's work is subject to general direction from and reviewed by the Deputy Director of Parks Maintenance.

This position is designated as emergency essential position that requires performance of emergency duties and actions to prepare, repair, and recover the City before, during and after any adverse storm events (tornado, winter storm, flooding, severe thunderstorm, ice storm, etc.

ESSENTIAL FUNCTIONS :

  • Performs inspections of contract projects which may include public improvement projects such as subdivisions, drives, sidewalks, curbs, streets, trails, parking lots, parks, streetlights, traffic signals, signs, etc.
  • Oversees the treatment and / or removal of ice and snow from all city streets.
  • Oversees the removal, collection, and disposal of leaves throughout the city.
  • Oversees the street sweeping operations throughout the city.
  • Oversees the purchase, placement and inventory of street signs, barricades, and cones throughout the city.
  • Reviews drawings and specifications for construction work against all applicable standards, regulations, and trade practices.
  • Maintains construction-related records, files, and drawings; prepares and updates improvement permits; performs traffic counts and updates database.
  • Provides technical assistance to the Engineering Division and city crews relative to construction; aids related to the construction of improvements.
  • Receives and processes citizen complaints and requests field investigations; reviews complaints with citizens and ensures resolution.
  • Relied upon for knowledge of construction means and methods, labor-materials and regulations for work and constructability reviews of any improvement project.
  • Monitors and stops construction operations where serious violations of contract specifications are occurring; informs superiors of such violations, and tracks and ensures

QUALIFICATIONS :

Education / Training :

Graduate of an accredited high school or GED equivalent. An Associate's or Bachelor's degree or any combination of experience, education, and training that would provide the level of knowledge and ability required.

In place of the above requirements, any combination of education and experience that provides the applicant with the required knowledge, skills, and abilities to perform the job may be considered as

qualifying.

Experience :

  • Five (5) years of increasingly responsible public works experience directing and managing a municipal street operations program function with at least three (3) years of administrative and supervisory responsibility.
  • Prior management experience and considerable knowledge of principles and practices of engineering as applied to the construction, maintenance, and repair of streets, sidewalks, parking lots, trails, street lighting, and signs.

License or Certificate :

  • Possession of and maintain a valid driver's license.
  • Possession of, or ability to obtain, a class "B" valid driver's license within six (6) months of employment.
  • Possession of, or ability to obtain, a class "A" Commercial Driver's License within one (1) year.
  • Possession of, or ability to obtain an OSHA -10 and 30 certifications within six (6) months of employment.
  • Possession of, or ability to obtain, a CPR / AED Certification within one (1) year.
  • Certified Public Infrastructure Inspector designation is desired.
  • L-TAP Road Scholar certifications / designations are desired.
  • NIMS certifications are desired.

Work Environment

The employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts and is exposed to traffic, wet or humid conditions, and vibration.

The employee occasionally works in high, precarious places and is exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.

The noise level is frequently loud.

Responsible for following all prescribed safety rules and regulations; and utilizing and wearing appropriate safety gear.

Reports to work free from the effects of drugs / controlled substances and / or alcohol, and free from impairment due to prescription drugs.

Maintains regular attendance.

The City reserves the right to require an employee in this position to work overtime including during emergency situations (defined as any natural or man-made disaster that may or may not necessitate the relocation of City personnel or citizens).

In the event of an emergency and / or a required evacuation, the incumbent may be required to remain at work to provide needed services or perform essential duties for the benefit of the general public including services or duties different from those performed in the normal course and scope of the position.
