Napa Valley College is seeking an individual with demonstrated administrative skills to join an outstanding team of faculty, staff, and administrators to provide high quality programs and services to our district, our community, and most importantly, our students.
- The incumbent in this position will be directing District payroll services including processing payroll, benefits, retirement, and taxes for all full and part time employees;
- ensuring compliance of all District policies, government, tax, and retirement law and regulation changes and their implication for the District;
- providing information and serving as resource to others; achieving defined objectives by planning, evaluating, developing, implementing and maintaining services in compliance with established guidelines and requirements;
and recruiting, training and supervising staff.
This position reports to Assistant Superintendent / Vice President, Administrative Services.
This is a full-time, 12-months-per-year, classified administrative position. The salary has an appropriate placement on Range 19 of the current Administrative / Confidential salary schedule.
Initial salary placement is $8,762 to $9,660 / month, with future steps up to $12,328 / month. Placement on the salary schedule is commensurate with experience.

Assignment includes 20 paid holidays, 22 vacation days, and 12 days sick leave annually.
DUTIES AND RESPONSIBILITIES
Essential Functions
- Administers complex payroll software system for the purpose of resolving processes and ensuring compliance with all reporting requirements.
- Assists auditors in providing requested payroll information for the purpose of providing required information and / or coordinating necessary project activities.
- Assumes, at the discretion of the Assistant Superintendent / Vice President, Controller role in Controller’s absence for the purpose of ensuring continuity in the department in all situations.
- Collaborates with Controller for the purpose of providing documentation and / or information in the areas of budget projections and federal and state regulatory reporting.
- Coordinates with district personnel, departments and external parties for the purpose of implementing and maintaining service, systems, programs, and processes relating to payroll, while ensuring compliance with administrative and legal requirements.
- Develops a wide variety of documents and materials for the purpose of documenting activities, providing reference, conveying information, and complying with established requirements.
- Directs payroll activities and operations for the purpose of providing services within established timeframes and ensuring accuracy, completeness, and compliance.
- Facilitates a wide variety of meetings for the purpose of identifying issues, developing recommendations, serving as District representative.
- Generates budget development for the purpose of ensuring accurate information for sabbatical requests and collective bargaining proposals.
- Implements processes and related activities for the purpose of complying with regulatory requirements and established guidelines while ensuring accuracy in all employee compensation processes.
- Maintains all coding for the purpose of providing up-to-date reference trail, availability of information as needed and ensuring confidentiality.
- Monitors and prepares required local, state and federal reports for the purpose of ensuring compliance and accuracy with all mandatory filings.
- Participates in a variety of meetings for the purpose of conveying and gathering information regarding a wide variety of subjects required to carry out their administrative responsibilities.
- Performs personnel administrative functions for the purpose of maintaining adequate staffing, enhancing productivity of personnel, and achieving objectives of department.
- Prepares a variety of external and internal reports and summaries related to payroll for the purpose of documenting activities and issues, meeting compliance requirements, and providing reference materials.
- Presents information on a variety of topics related to administrative responsibilities for the purpose of providing general information, training others, and implementing actions.
- Processes payroll for all regular full-time, part time, hourly, and student employees for the purpose of ensuring accuracy of payments and resolving payroll problems.
- Recommends policies, procedures and / or actions for the purpose of providing direction for meeting objectives and maintaining compliance based upon changing governmental regulations.
- Researches all new or revised laws for the purpose of implementation of all regulations within the scope of the payroll department.
- Responds to inquiries regarding a variety of procedures and requirements for the purpose of providing information and resolving problems.
- Serves as lead trainer of the Business and Finance Office for the purpose of providing on-going expertise and support to staff and ensuring efficiently performed processes in compliance with established guidelines.
- Supervises payroll functions including preparation, maintenance and processing for the purpose of ensuring compliance with governmental regulations, laws and policies.
Other Functions
Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Skills, Knowledge and Abilities :
SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions.
- Specific skill based competencies required to satisfactorily perform the functions of the job include : applying pertinent policies, codes and requirements;
- operating standard office equipment including pertinent software applications; planning and managing projects; preparing and maintaining accurate records;
and hiring and training staff.
- KNOWLEDGE is required to perform algebra and / or geometry; read technical information, compose a variety of documents, and / or facilitate group discussions;
- and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include : general accounting procedure;
integrated payroll software; concepts of database structures; federal and state payroll regulations and laws; and payroll processes.

- and consider a number of factors when using equipment. Flexibility is required to independently work with others in a wide variety of circumstances;

Responsibility :

directing the use of budgeted funds within a work unit. Utilization of resources from other work units is often required to perform the job's functions.

Working Environment :
The usual and customary methods of performing the job's functions require the following physical demands : some lifting, carrying, pushing, and / or pulling, some stooping, kneeling, crouching, and / or crawling and significant fine finger dexterity.
Generally the job requires 60% sitting, 20% walking, and 20% standing. This job is performed in a generally clean and healthy environment.

Bachelor’s degree in job-related area.

Title 8, USC, Section 1324-A requires verification of eligibility for employment in the United States.
Desirable Qualifications :
- Experience in supervising a payroll operation in a medium to large size organization.
- Public Sector, Higher Education experience.
- Experience complying with collective bargaining unit agreements as it relates to payroll.
- American Payroll Association Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC).
- Experience and proficiency with Microsoft Office products and email.
