Nature of Work

The Assistant Director of Human Resources (HR) serves as the second in command of the HR Department. It is a highly responsible administrative position that may manage some or all of the functional areas of the department, including labor and employee relations, risk management, compensation, benefits, recruitment, and training.

The incumbent is expected to function at the role model / coach and expert practitioner level, which means he / she is required to possess an advanced understanding of the functional subject area and perform complex duties with limited supervision.

Responsibilities require the exercise of considerable initiative and independent judgment in implementing, interpreting, and applying civil service rules, regulations, policies, procedures and labor contracts, and in the application of human resource theories, principles, and methods.

Supervision is received from the Director who evaluates completed work for quality of results.

Illustrative Examples of Essential Duties

  • Set priorities and directs activities in multiple functional areas of labor and employee relations, risk management, compensation, benefits, recruitment, and training.
  • Consult with directors, unions, employees, and other stakeholders on complex issues of labor and employee relations.
  • May represent the Human Resources Director in public and private meetings.
  • Functions as the department’s point of contact for all legislative action including, but not limited to, Commission meeting agenda items, Committee meeting agenda items, and reports;

retains responsibility for implementing after-action directives.

  • Develops, reviews, evaluates, updates, and implements standard operating procedures.
  • Directs review process of performance evaluations for compliance with City standards; takes action as appropriate.
  • Studies legislation, arbitration decisions, case law, and collective bargaining agreements and keeps abreast with peers and professional associations to assess industry trends and issues.
  • Writes directives advising department managers of company policy regarding equal employment opportunities, compensation, and employee benefits
  • Develops and maintains the operating budget.
  • Directs and supervises the entire cycle of procuring goods and services required for the effective and efficient delivery of services.
  • Performs other related duties as assigned.

Minimum Requirements

  • Bachelor’s Degree in Human Resources, Public Administration, Business Administration, or in a related field.
  • Five years of management experience relevant to the major duties / essential functions of the position. Part-time experience will be prorated.

PREFERENCES :

  • Three years of executive-level experience.
  • Three years of management experience in the public sector relevant to some or all of the department's functional areas : labor and employee relations, risk management, compensation, benefits, recruitment, and training.
  • Experience in the public sector in any or a combination of the following additional functional areas : employee training and development, budgeting, and procurement.
  • Master's Degree in Human Resources, Public Administration, Business Administration or in a related course of study or Juris Doctor with labor or employee law specialty.

PHYSICAL REQUIREMENTS :

  • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact
  • Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, computer, calculator, copier, and fax machine
  • No significant standing, walking, moving, climbing, carrying, bending, or kneeling
  • Some crawling, reaching, handling, sitting, standing, pushing, and pulling

  • Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of all city ethics and conflicts of interest policies.

Strong understanding of ethical behavior is required.

  • Ability to maintain regular and punctual attendance.
  • Performs related work as required.
  • Reports to work as directed during an emergency as an essential employee of the City of Miami Beach.
