Description

In coordination with the Vice President of Human Resources and Risk Management, oversees the District's compliance efforts of federal, state and local regulations and mandates, including Board Policies and Procedures;

provides support to administrators, faculty and staff on employer / employee relations and human resources matters.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from assigned manager.

May supervise, train, and evaluate support staff.

Responsibilities and Duties

Responsibilities and duties may include, but are not limited to, the following :

  • Assists in the implementation and maintenance of compliance programs and initiatives designed to identify risk, ensure adherence with all applicable Human Resources related legal, regulatory, and compliance requirements, as well as mitigate loss and protect the District.
  • Develops recommendations on a variety of matters relating to the policies and / or operational procedures in the areas of non-discrimination, harassment, and mandated employee training requirements consistent with federal and state requirements, and District policies.
  • Coordinates with District staff to develop, implement, and manage the full-range of comprehensive employment compliance, diversity, and equity programs including educational programs on employment diversity and nondiscrimination, and general professional development topics.
  • Provides recommended changes to and maintains all employee handbooks; reviews employee handbooks for legal compliance and assist with disseminating compliance-related policies and procedures to employees.
  • Maintains currency of required training pertaining to requirements for colleges related to Title IX, sexual harassment, and other related trainings.
  • Provides support to District administrators, faculty and staff to resolve employee issues including disciplinary actions, performance concerns, harassment or discrimination complaints, and implementation of grievance resolutions.
  • Under the direction of the Vice President of Human Resources, assists with investigations, preparation of draft findings.
  • Implements protocols for internal and external complaints or allegations regarding unlawful discrimination, harassment, and / or retaliation, including complaints from students.
  • Working in collaboration with District staff through the shared governance and / or collective bargaining process, develops and revises human resources procedures and related forms and identifies departmental problems and implements solutions in compliance with federal, state, and District requirements.
  • Assists with budget development and monitoring.
  • Prepares a variety of correspondence and analytical reports.
  • Develops and maintains databases to ensure compliance with required trainings.
  • Collaborates and assists in the implementation of the District's Equal Employment Opportunity Plan in accordance with Title 5.
  • Performs other related duties as assigned.

Qualifications

Knowledge of :

  • Applicable state and federal employment and labor laws and governmental compliance requirements required.
  • Recent developments, regulatory and enforcement guidance, and legislative initiatives affecting employee and labor relations.
  • Theories, principles, practices, and procedures associated with human resources management in higher education or related public service.
  • Principles of supervision and employee management.
  • Principles, methods, and techniques of recruiting a diverse student population utilizing diversity networks and resources.
  • Principles of establishing and maintaining effective community relationships.
  • Current trends in effective training and organizational development.
  • District mission, organization, services, operations, policies and objectives.
  • Methods of collecting and organizing data and information.
  • Effective oral and written communication skills.
  • Principles and practices of budget oversight and control.
  • Interpersonal skills using tact, patience and courtesy.
  • Principles of record-keeping, research and report preparation.
  • Demographics of the District.
  • National, regional, and local community resources and services.
  • Trends and issues in California higher educational systems.

Ability to :

  • Interpret and apply provisions of federal and state laws including but not limited to Education Code, Government Code, Title V, Title IX, Title VII and other regulations as related to the responsibilities of the position.
  • Prepare and deliver oral and written presentations.
  • Independently manage and prioritize workload, demands, and time.
  • Establish and maintain cooperative working relationships with others using interpersonal skills such as tact, patience and courtesy.
  • Work cooperatively with students, staff, corporate partners, local businesses, government agencies, and other educational partners and professional organizations.
  • Lead, plan, organize, develop, and evaluate programs, activities and services.
  • Conduct effective meetings and trainings.
  • Communicate clearly and concisely, orally and in writing.
  • Effectively use computers and computer applications such as Microsoft Office (Word, Excel, PowerPoint), FileMaker Pro, and HRIS systems.
  • Support the District in achieving its mission, vision, and strategic goals as appropriate in carrying out the duties of this position.
  • Demonstrate sensitivity and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.
  • Focus on student success, service excellence, and willingness to assist colleagues as needed.

Education and Experience Requirements :

  • Bachelor's degree from an accredited college or university in Human Resources, Public or Business Administration or closely related discipline; Master's degree preferred.
  • Four (4) years' progressively responsible administrative or managerial experience, preferably in a public organization, with responsibility for compliance with laws, regulations, and guidelines, and comprehensive employment practices experience, with a minimum of one (1) year of leadership or supervisory experience.

License / Certification :

A valid Class "C" California Driver's License.
