Job Description

Join the Naval Nuclear team as a Program Manager in the Capital Projects Directorate Management Office (DMO), Project Integration (PI) Unit to lead integration of the CP construction portfolio.

PI leads the integration of the CP portfolio of work including investment and operating projects across NNL and leads DMO functions supporting developing, monitoring, and assessing personnel and business initiatives.

This position will report to the manager of Project Integration and require significant interface between a large cross-section of Capital Projects, Financial Services, Procurement, NNL and Site DMOs.

Responsible for the execution of project / program / portfolio deliverables. Responsible for managing projects, programs with multiple integrated projects, or portfolios of related projects including defining, planning, and ensuring execution of all tasks necessary to meet project / program / portfolio objectives.

Specific responsibilities include creating and maintaining the team infrastructure, obtaining necessary resources to staff and support the program, defining scope and work breakdown structure, developing cost estimates and resource loaded schedules, evaluating change requests and approving or rejecting as appropriate, managing overall costs versus budget, managing subcontracted relationships, identifying and mitigating project risks, and interfacing with and integrating the efforts of stakeholders, support personnel and line management to ensure project objectives are achieved.

Leads knowledge management initiatives by disseminating lessons learned and best practices throughout the organization. The selected candidate will be performing the following functions :

  • Lead the integration of construction project work across NNL. Leads programs consisting of projects with a total estimated cost that is up to $100M.
  • Establishes and manages Project Management Plan and its components (i.e., risk plan, communications plan, change control plan, quality plan).

Develop and issue Annual Facility Plan in conjunction with NNL site planning organizations.

  • Prioritization of PSPs in conjunction with NNL site planning organizations and construction department.
  • Establishes project / program priorities to meet project deliverables. Reviews resource shifts where required to accomplish project priorities.
  • Evaluates requests for scope, budget, or schedule changes.
  • Assess executability of plan by conducting assessments of resources within construction subdivisions.
  • Lead adjudication of resource utilization across Construction and Project Control.
  • Identify, track and mitigate program level risks associated with the NNL construction portfolio.
  • Tracks lessons learned and best practices throughout project execution.
  • Leads post-job assessments and ensures lessons learned and best practices are distributed to the relevant stakeholders.
  • Responsible for the development of periodic project / program assessments and communicates status with stakeholders and customers.

Manage Annual Facility Plan portfolio level reporting in conjunction with NNL site planning organizations and Project Controls (RPPR, Quarterly Report, AFP Deliverables and GPP Performance).

Drive commonality in data and systems for AFP reporting.

  • Establish and report on financial baselines (WF and M&S) in conjunction with Project Controls
  • Review project or program performance metrics and take appropriate actions with stakeholders and functional line management to correct deviations from plan.
  • Support Procurement (DASA) planning in conjunction with Capital Projects DASA lead, Construction Department, and Project Controls

Required Combination of Knowledge and Skill

Bachelor's degree from an accredited college or university and a minimum of 9 years of relevant experience; or Master's degree from an accredited college or university in a related field and a minimum of 7 years of relevant experience.

Project management experience.

Preferred Skills

  • Previous facilities, operations, or planning experience.
  • Strong Microsoft Office Suite (Excel, Word, PowerPoint) skills
  • Primavera P6 and / or Microsoft Project experience
  • Demonstrated ability to effectively interface and communicate with senior leaders at NNL and NR
  • Previous financial planning experience
  • Experience in leading cross-functional teams to complete all assigned tasks.
  • Green or Black Belt
  • Previous Program Manager experience

Pay Range

$103,100.00 - $161,100.00 annually

Salary information provided is a general guide line only. Annual salary is based upon candidate experience and qualifications, as well as market and business considerations

The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned subsidiary of Fluor Corporation.

Naval Nuclear Laboratory personnel are FMP employees who work at four DOE facilities : Bettis Atomic Power Laboratory, Knolls Atomic Power Laboratory, Kenneth A.

Kesselring Site, and Naval Reactors Facility, and at the U.S. Department of Defense-owned Nuclear Power Training Unit-Charleston.
