J ob Summary

This position is in the District Department of Transportation (DDOT), Maintenance Operations Administration. This position will support the Streetlight Division by providing technical expertise, leadership, coordination, and management of procurement services.

D uties and Responsibilities

The incumbent will serve as advisor to the Deputy Associate Director and the Associate Director, Operations Administration and other high-ranking officials on comprehensive traffic planning processes.

The incumbent will be responsible for developing, reviewing, analyzing, and providing recommendations on the impact and relationships of different physical, economic, social, and functional elements of traffic projects and probable / possible effects on the surrounding community.

Also, preparing reports in graphic form. Incumbent identifies the need for, and develops and recommends program evaluations necessary for assessing market-based strategies to improve traffic system efficiency.

The incumbent will participate in negotiations for and administration of contracted work efforts and develop Statements of Work (SOW).

Furthermore, conducts continuing survey and data monitoring to ensure all contracted work conforms to current DDOT / TOA acquisition policies.

Other responsibilities include performing expert transportation planning duties associated with investigating and analyzing street traffic conditions to determine the need for traffic control measures (including traffic engineering studies, warrant analysis, sign maintenance requests, traffic impact studies, traffic calming, parking signs, studies and regulations, residential permit parking, work zone safety, maintenance of traffic plan reviews, traffic control plans (TCP) approval inspection, and special event traffic control.

The incumbent for this position will represent DDOT in all areas of traffic planning meetings, conferences, and hearings as well serves as a representative for DDOT with ANC groups, professional groups such as engineers, architects, lawyers, etc.

and others that may be directly concerned with traffic planning problems and local officials.

The incumbent is responsible for analyzing and recommending solutions to traffic problems as identified by Advisory Neighborhood Commissions, (ABC) community groups, technical staff and elected officials.

Furthermore, collaborating with federal and surrounding local transportation / traffic officials to identify problems and potential impact, and selects logical approach to problem solving, relying on accepted planning practices and precedents.

The incumbent duties include interacting on a regular basis with citizens, ANCs, Council Members and other government agencies and attends meetings as required.

Performs the planning and analytical work that is the basis of resolution for citizens, staff and elected officials concerns.

Applies sound judgment based on departmental policies, referring unusual or controversial situations to supervisors.

Performs other related duties as assigned.

Q ualifications and Education

Undergraduate and Graduate Education : Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, electrical engineering, traffic management, transportation, motor mechanics, or other fields related to the position.

W orking Conditions / Environment

The work is performed in the normal office setting and in the field, when investigating and analyzing street traffic conditions and conducting traffic studies, etc.

Field work may bring the incumbent to construction sites and in contact with construction materials (soils, concrete, asphalt, steel, etc.).

Licenses and Certifications

Must possess and maintain a valid driver's license and have an acceptable driving record.

Position Designation(s) : The position has been deemed security-sensitive, according to section 410 of Chapter 4 of the Personnel Regulations.

Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, traffic record checks, and consumer credit check, if applicable) as a condition of employment, and will be subject to periodic criminal background checks and traffic record checks for the duration of your tenure.

Emergency Designation : This position has been designated as an essential employee position under the provisions of the District Personnel Manual, Chapter 12.

As such, your services may be required in emergencies to perform crucial duties, , snow removal, debris removal, transportation, shelter operations, food distribution, and communication.

These duties may be performed when the government is closed or when most employees are dismissed early.
