JobDescription
What you will be doing :
- Analyze solicitations to determine proposalrequirements;
- Develop compliant and responsiveannotated proposal outlines;
- Assemble proposalteams with clearly defined roles and responsibilities;
- Develop compliance matrices and monitor proposalcompliance using them;
- Develop proposaldevelopment schedules and manage them proactively remindingproposal team members of deadlines and revising schedules asneeded;
- Manage the drafting of questions onsolicitations and submit them to the client;
- Lead the preparation of data calls to partners; send outdata calls and communicate with partners to ensure all adequatedata inputs are received in a timely fashion;
- Collaborate with the Technical Lead in organizing andfacilitating technical brainstorming sessions to inform technicalapproaches;
- Draft sections of and annexes totechnical proposals such as technical approaches management plansand corporate capability sections;
- Review andcomment on all draft inputs received to ensure compliance withsolicitation requirements;
- Prepare colorreview proposal drafts by compiling inputs received from partnersand different proposal authors in a coherent formatted documentstructured according to the proposal outline;
- Disseminate color review drafts to the color teams andfacilitate or help facilitate color reviewmeetings / telecons;
- Work with Technical Lead todevelop an action plan to revise the proposal after each colorreview;
- Copy edit and format draft finalproposals;
- Conduct quality assurance / qualitycontrol of final proposals before submission;
- Manage response final proposal revisions when requestedand support contract negotiations until award.
Experience you will need :
- Bachelors degree (Masters degree preferred) ininternational development business administration public policywater or environmental management or other relevantfield;
- At least 5 years of progressiveexperience in capture and proposal management including for largecomplex proposal efforts preferably for USAID contractopportunities;
- Experience and / or knowledge ofUSAID strategies policies rules and regulations;
- Technical expertise in one or more of the followingareas : clean energy climate change REDD LEDS food securityresilience forestry biodiversity conservation water and sanitationgovernance MEL;
- Proven ability to successfullymanage the full proposal development process;
- Demonstrated ability to produce highquality documents inMicrosoft Office Suite (Outlook Word PowerPoint);
- Ability and willingness to travel internationally ifneeded.
- Experience living and / or working indeveloping countries; and
- Fluency in arelevant foreign language (e.g. French Arabic Spanish).
