This is a true leadership position within the company. It reports into the Controller (for Payroll) and into the President (for HR).
The Manager is a trusted advisor to all department heads and all employees, most of which are governed by Collective Bargaining Agreements (CBA).
We are looking for an experienced Manager with leadership experience. The Manager has ownership and is the leader and subject matter expert on of both Human Resources and Payroll.
The HR Manager will lead the HR team comprised of an HR Generalist and several HR Coordinators and Assistants. They will also oversee a Payroll team comprised of a Payroll Manager and several Payroll Specialists.
POSITION DUTIES : Human Resources -
Human Resources -
- Internal policies and procedures; assures legal compliance; may consult with outside experts or counsel as needed.
- All employment activities, including recruitment, retention and separations.
- The performance management process, including annual evaluations, guidelines for the establishment of employee annual goals and objectives, guidelines for performance remediation and enhancement;
supports managers in disciplinary activities as well as rewards and recognition.
- Ensuring strict adherence / compliance with all CBA governing Traffic Control duties. Ensures payroll is processed in full compliance of CBAs.
- Partners closely with the Finance Department to ensure service costs (payrolls) are properly recorded in the financial statements and reports.
- Maintain positive relationships with Union Locals.
- Oversees and manages Staff development programs, including orientation, training and educational enhancement.
- Oversees and manages compensation programs, including job descriptions and market analysis. Establishes base pay ranges.
Works with the Senior Management Team to formulate any variable pay programs.
- Benefit plans. Acts as liaison with brokers and carriers; may serve as plan administrator for certain benefit plans.Note : the majority of our employees, all union employees, receive benefits from their union and they are not administered by the company.
- Ensures benefits invoices are audited monthly for accuracy before they are processed for payment.
- Employee relations activities, including grievance resolution, investigations and leaves of absence.
- Employee files. Assures integrity of all employee information.
- Recruitment and Business Seasonality : assures the company is appropriately staffed at all times. Coordinates with operations team to manage seasonal fluctuations in personnel needs.
- Employee event planning and coordination (e.g. company holiday events)
- Provides assistance to senior leadership on legal cases involving personnel / employment.
- Oversees administration of all Workers Compensation Claims.
- Partners with Safety Committee to maintain all safety programs, including Modified Duty Programs.
- Maintains HRIS system and is subject matter expert on such.
- Mentor, develop and oversee all HR staff.Establish goal setting for career advancement and job satisfaction.
- Manages HR Budget.
- Continuous improvement initiatives.
- Special Projects and other duties as assigned.
Payroll -
Manage and guarantee weekly disbursement of state wide payroll (California only), including garnishments, benefits and taxes for employees consistent with federal, state wage, hour laws and particularly union CBA.
The rate of pay of our workforce is dependent on the CBA that covers an area of work and the work performed. As such, a successful Manager must pay attention to detail and the ability to manage changing rates of pay to ensure strict adherence to the CBA.
- Ensure the processing of new hires, temporary workers, transfers, promotions and terminations is accurate and timely.
- Supports the Payroll Manager who supervise several payroll staff.
- Critically review and analyze current payroll, benefits and tax procedures in order to recommend and implement changes leading to best-practice operations.
- Effectively communicate with the Billing Department to ensure customer billings reflect the correct hours worked.
- Oversees the creation and reporting of certified payroll reports for customers, as required.
- Audit W-4s, payroll balance sheets, YTD earnings, etc.
- Communicate actively with Operations, HR and Billing departments to review cross-departmental impacts and reconcile data sharing.

- Oversees and is responsible for the HRIS systems and infrastructure. Ensure systems are set up and working correctly and updated to reflect our current employee base, including wages, benefits, sick and vacation time in line with contracts (union and non-union).
- Prepare regular relevant management reports, including weekly, monthly, quarterly and year-end reports (e.g. employee turnover reporting, new hires / termination reporting, OT reporting, vacation accruals, etc.)
- Continuously seeks to improve processes and systems.
- Special Projects and other duties as assigned.
SKILLS AND QUALIFICATIONS :
Human Resources -
- PHR or SPHR certification strongly desired.
- Bachelors degree in HR, or related field.
- At least 3 years of experience as an HR Manager.
- Construction industry experience strongly preferred.
- Experience in companies with CBAs strongly desired.
- Impeccable character and honesty.
- Strong interpersonal and communication skills. Ability to lead cross-functional team projects to improve processes.
- Experience in companies consisting largely of non-exempt Hourly Employees.
- Self-motivated and goal oriented. Proven ability to establish goals and meet them. Someone who thinks about what is needed for the future, not just reacts to today.
- Able to lead, coach and train others. Demonstrated ability to lift those around you to the next level. We not Me attitude.
Demonstrated ability to establish and manage KPIs to monitor and assess departmental effectiveness.Problem solver.
- Proven ability to create and maintain documented policies and procedures (SOPs).
- Excellent written and verbal communication abilities.
- Systems experience : MS Office Suite, recruiting platforms (e.g. LinkedIn, Indeed, etc.).
- Languages : Bilingual in English and Spanish strongly desired, but not required.
Payroll -
- At least 3 years experience overseeing payroll.
- Demonstrated knowledge of California and Federal Labor laws, pay practices and policies experience.
- Ability to interpret Union Contracts and execute payroll in accordance with such. Strong systems experience (beyond manual processes).
- Working compliance experience of payroll tax at the federal, state and local levels.
- Excellent communication and collaboration skills.
- Strong work ethic and ability to be productive and successful in a fast-paced work environment Can-do positive attitude!
- Process driven with the ability to build structure to a payroll department and continuously improve processes under dynamic business and operating environment.
- Must be a team player.
- Must be highly organized and self-motivated.
- Proficient at MS Office (especially Excel)
- Prior system conversion experience, a plus.
- Strong Accounting Background and Construction Industry Payroll Experience preferred.
- Strong organization and time management skills and the ability to prioritize tasks and self-motivate.
- Ability to multi-task under time constraints and work effectively as a team player in a professional office environment.
